  1. General requirements

  Starting at 0:00 on September 14, 2020, Chinese and foreign passengers travelling to China on regular commercial flights from India and transiting flights via India will be sent to China with a negative nucleic acid test certificate issued by a testing agency within 3 days before boarding. The Indian embassy or consulate applies for a green health code or health statement with the "HS" logo.

The airline checks the green health code or health status statement before passengers board the plane.

Passengers going to China should bring a negative nucleic acid test certificate for future reference.

  2. Testing time and testing organization

  The nucleic acid test should be completed within 3 days before the passenger boarding and the corresponding nucleic acid test certificate should be obtained.

The embassies and consulates in India do not designate specific testing institutions for the time being. Passengers can choose any hospital or laboratory published on the website of the Indian Council of Medical Research (ICMR) for nucleic acid testing.

Relevant Chinese authorities only accept nucleic acid test results and do not accept other new coronavirus test results. Please contact the above-mentioned hospital or laboratory in advance for details of the test type.

  3. Chinese citizens apply for health codes

  Chinese citizens should obtain the certificate of negative nucleic acid test (name, passport number, test time, test result, test agency name, etc.) within 24 hours (at the latest 12 hours before boarding), pass the international version of the epidemic prevention health code WeChat Mini Program (see attachment 1 for the QR code), declare personal information (including mobile phone number) and take photos to upload the negative nucleic acid test certificate and e-ticket.

After the approval of the Chinese Embassy or Consulate General in India, the person concerned can obtain a green health code with the "HS" logo.

Please pay attention to boarding within the validity period of the health code and cooperate with the airline to check before boarding.

  If Chinese citizens are unable to complete the above procedures through the WeChat Mini Program of the International Version of the Epidemic Prevention Health Code due to technical reasons such as the Internet, they can submit the personal passport data page, the negative nucleic acid test certificate, and the Chinese version of the health declaration signed by the person (see Appendix 3 for the format) Take a photo with the e-ticket, upload and send it to the following dedicated mailbox of our embassy in India:

  4. Procedures for handling declarations of health status of foreign citizens

  After obtaining the negative nucleic acid test certificate, the foreign citizen should send a scanned copy of the valid passport data page, the negative test certificate and the English version of the applicant's signed health statement (see Appendix 4 for the sample), and choose to send it to my embassy in India The consulate's dedicated mailbox is as follows:

  After the Chinese Embassy or Consulate General in India has passed the review, a scanned copy of the health statement with the official seal of the Embassy or Consulate General will be sent back to the applicant by e-mail. Applicants are requested to print it out and bring it to the airport.

Please pay attention to the flight during the validity period of the health declaration and cooperate with the airline to check before boarding.

  Five, important reminders

  (1) If you are unable to complete the nucleic acid test in time and obtain a negative test certificate, and fail to hold the green health code with "HS" or a valid health status statement before boarding, you are temporarily not eligible for the flight, please adjust your itinerary in time .

  (2) At present, India temporarily does not allow passengers to transit to mainland China via India, and the airport transit area does not currently have the conditions for nucleic acid testing.

Therefore, passengers who plan to transit to China in India should pay attention to the websites of relevant Indian airlines. Before purchasing tickets, please confirm with the forward and backward carrier airlines whether the transit route is feasible; if confirmed with the airline, please make sure to depart Obtain the green health code or health status statement with the “HS” logo, and transfer to the flight within the validity period of the green health code or health status statement to avoid unnecessary economic loss or detention risk.

  (3) Passengers who take a flight from India, transit through other countries, and whose final destination is China, must also prepare a valid health code or health status statement in accordance with the above requirements, otherwise it may result in failure to board the flight during transit.

  (4) The validity period of the green health code with the "HS" logo is calculated from the date of issuance of the test certificate.

As the results of the nucleic acid test still need some time, please arrange the nucleic acid test time reasonably for the Chinese passengers who plan to take the flight to China. If you get the test results, please take photos and upload them through the WeChat applet of the international version of the epidemic prevention health code as soon as possible. Upload the test certificate on the day of boarding or the day before, delaying your personal itinerary.

In case of flights departing on weekends or public holidays, please submit as far as possible before 15:00 on the working day before the holiday.

  (5) If the nucleic acid test report does not have a number, please fill in "NA" in the number column of the test report instead.

  (6) Remind all passengers to strictly abide by relevant anti-epidemic laws and regulations, and be sure to provide true and effective nucleic acid test certificates.

Falsified nucleic acid test certificates will bear corresponding legal consequences.

  (7) The application for the declaration of health status and the visa application are not mutually exclusive.

  6. Nucleic acid testing methods for Chinese and foreign passengers taking irregular commercial charter flights or temporary flights to China

  (1) Chinese citizens take irregular commercial chartered flights or temporary flights to return to China, in principle, refer to the third point above, but implement the two nucleic acid test report system, with double negative nucleic acid test reports within 120 hours and 36 hours before boarding Check in.

Passengers only need to choose to send the first nucleic acid test report to one of the designated mailboxes of the Chinese Embassy and Consulate in India to apply for the health code or health status statement; the second nucleic acid test report does not need to be uploaded, and can be directly printed out with the first one. The nucleic acid test report is used together with the health code or health status statement.

  (2) Foreigners who take irregular commercial chartered flights or temporary flights to China shall be handled in principle according to the fourth point above, but a 48-hour nucleic acid test or two nucleic acid test report system shall be implemented, or the nucleic acid shall be processed according to the notification of the case by the competent authority of the Chinese government.   (3) The Chinese Embassy in India and the Consulates General in Mumbai and Kolkata respectively review the negative nucleic acid test reports and health status statements of passengers travelling to China in their jurisdiction or consular area.

Applicants should apply to the nearest Chinese Embassy in India or the Consulate General in Mumbai or Kolkata based on the location of the institution that issued the nucleic acid test report.

  (4) Airline companies shall, as required by the Chinese side, take measures such as negative report checks, body temperature tests and on-board protections required by passengers before boarding before the plane takes off.
