  Ren Wei is a deputy secretary of a grassroots community in a certain place in Jiangsu. Some time ago, she received a "collection" WeChat from a vocational training school: "Secretary, the skill training subsidies issued above have been put on the card? Please collect it as soon as possible. Give it to me." She complained to the reporter: "Getting to work well, we have to get an unemployment certificate and take time to test for these messy qualification certificates. Once the financial subsidy arrives, we are asked to "rebate". Training institutions."

  Another community worker, Wang Yuan, also told reporters that she and many workers in the surrounding communities have been "unemployed" to "verify".

  At the beginning of August, a grassroots community worker participated in a training organized by the neighborhood.

The relevant content released by the street WeChat official account stated that the labor security office of the street social enterprise bureau will follow up the training throughout the whole process, and the "National Vocational Qualification Certificate" will be issued to those who pass the examination.

He went to the scene and found that the "more than 40 unemployed people" who participated in the training were basically community workers just like himself.

The most important task of training is to pose and take various "teaching photos".

The reporter's investigation found that various vocational trainings are being carried out in full swing.

  The reporter's investigation found that most of the free training for the unemployed are fully subsidized by the government, and the quality of the courses of some training institutions is worrying.

  Vocational skills training is a key measure to stabilize and promote employment.

In May 2019, the General Office of the State Council issued the "Occupational Skills Improvement Action Plan (2019-2021)".

Among them, it is clearly required that more than 50 million subsidized vocational skills training shall be carried out in three years.

The government has allocated 100 billion yuan from the balance of the unemployment insurance fund to make overall plans for vocational skills upgrading activities.

  Why is such an important measure out of shape in its implementation?

The reporter followed the trainees to several training institutions in Jiangsu to consult about registration and audition courses, and found that many training institutions claimed that the exam had been included in the registration.

A staff member of a training institution told reporters: "How many students are taught and how many pass rates are tied to the government's performance. It won't fail."

  "The quality of free training is not high, but it is not strenuous. Forty or fifty people crowded in a room, all they heard were pure theory, and there was no hands-on content." said a training school staff member.

  Participants who have participated in free training for beauticians, tea masters, etc. reported that free courses are sometimes just a lively event and an exam.

  Li Li, who had just obtained his beautician qualification certificate, told reporters, “A superior invigilator came to inspect the examination room during the examination, but they were notified in advance and left after a few minutes.” When applying for a job, Li Li found that all the beauty agencies It is the actual operation of the on-site examination. The certificate only recognizes the examination certificate of the professional beauty school, and her qualification certificate is basically useless in the employer.

  He Lin, who has obtained a number of professional qualification certificates such as elementary, intermediate Western pastry chef, and junior Chinese pastry chef, said that at the beginning, she was worried that she would fail the exam after only a few days of theory.

“I didn’t expect to get the answers before the exam. Some students took the'cheat sheet' directly to the exam, and no one supervised it. Don’t worry about the practical exam. The invigilator and the training organization are all in the same family and they will definitely get the certificate. . It turns out that I was worrying too much."

  In the beautician exam, Ren Wei's makeup score was lower than that of another male colleague who had never attended class.

A colleague of hers, who had never attended a tea master training class, poured tea from the teapot in the left hand into the tea cup in the right hand on the day of the exam, exchanged it again, and received the certificate.

  She believes that most of the free training for the unemployed are fully subsidized by the government. In order to maximize the benefits of training institutions, on the one hand, the curriculum is not carefully designed, the content is unattractive, and the certificate lacks gold content, which cannot satisfy the unemployed groups’ need for skills training and employment. Actual demand.

  "Some training institutions have also resorted to fraud and formalism, and they have come up with tricks of pulling in-service personnel to pretend to be students and unemployed, which is really outrageous." Ren Wei complained to reporters.

The trial must be strict, supplemented, and effective

  In December of last year, the General Office of the Ministry of Human Resources and Social Security and the General Office of the Ministry of Finance issued a special notice requesting the management of the use of special account funds for vocational skills improvement actions.

The notice pointed out that all localities must strengthen the supervision of funds in accordance with the law to ensure the safe use of funds in special accounts; and severely punish those who obtain funds by fraudulent training or other fraudulent practices.

  Several interviewed trainees told reporters that they hope to strengthen the quality assessment of professional training and continue to track them to curb the phenomenon of commercial organizations specializing in subsidized business training and light weight.

  Wang Yuan told reporters that training subsidies vary according to the course conditions, such as 1,500 yuan per person for tea artisans and 1,950 yuan per person for beauticians.

Community workers who participated in the training received 200 yuan and 300 yuan "lost work allowance" respectively, and the remaining subsidies went to the training class.

  At present, there are still many training institutions that drill wherever subsidies are provided, and they just leave if they want to make a profit, regardless of whether the trainees are really skilled.

  In this regard, a number of interviewees suggested that the efficiency of the use of training funds should be improved, the connection between teaching and functional requirements should be strengthened, and the training needs of enterprises and units should be directly raised and assessment standards should be set.

In addition, it is necessary to strengthen the evaluation and supervision of the use of funds, continue to track the skill level of the trainees participating in the training, punish training institutions that do not meet the requirements, recover training funds and blacklist them.

  It is understood that lag in the use of subsidy funds is a common phenomenon.

Take Jiangsu as an example. Since 2019, the province has set aside 8.77 billion yuan for three years of vocational skills improvement activities.

But as of the end of April this year, the total used funds were only 270 million yuan.

  In May of this year, the Ministry of Human Resources and Social Security and the Ministry of Finance issued a document again, requiring all localities to make full use of unemployment insurance funds and special account funds for vocational skills improvement activities, vigorously implement stable job returns, substitute training for work, support enterprises to stabilize positions, and encourage enterprises to absorb Employment.

  Jiang Ke, director of the Nanjing Vocational and Technical Training and Guidance Center, suggested that, first of all, prison personnel must be audited.

This requires the human resources department to take the lead, linking public security, civil affairs and other departments to improve the information system, and solve the supervision loopholes through big data networking.

Secondly, it is necessary to proceed from the needs of the unemployed, to further "weight down" and "strengthen the body" of vocational skills training, and to increase the gold content of training.

Third, strengthen post-event audits and evaluate the effectiveness of training courses to ensure that subsidy funds are spent on those who need it most and the most critical links.
