The UAE reiterated that terrorism poses a great threat to international peace and security, stressing that terrorist acts often begin with a tendency to radicalize and support extremist ideas and accept violence as a means of change.

This came in the speech of the Acting Ambassador of the State to the Arab Republic of Egypt, Counselor Maryam Khalifa Al-Kaabi, during the symposium on combating terrorism and extremism in the Arab world "Exemplars of Egypt and the United Arab Emirates" organized by the Egyptian newspaper Al-Bawaba News.

Al-Kaabi said in this regard: "We know that there is no internationally agreed definition of terrorism, but there is a global consensus to regard a number of acts as acts of terrorism. However, the beginnings of the twenty-first century have been characterized by a stronger focus on terrorism and extremism, and an increased awareness of terrorist acts and groups." Therefore, combating terrorism and its financing sources is not limited to internal mechanisms only, but also requires international cooperation. "

She noted the saying of His Highness Sheikh Khalifa bin Zayed Al Nahyan, President of the State, "may God protect him": "The UAE is based on strong and firm values, and seeks to strengthen the approach of its relations on the basis of mutual respect, dialogue and cooperation, and the abandonment of all forms of terrorism, extremism and violence."

Al-Kaabi added, "The values ​​of social integration and mutual respect have been ingrained in the state and its people since the founding of the UAE in 1971, and it continues to follow these values, as more than 200 nationalities now live in it, enjoying a decent life and respect."

She emphasized the UAE's keenness to support moderate Islam and confront extremist interpretations of the faith, as the state leads efforts aimed at promoting social integration, combating the causes of extremism and rejecting messages that lead to intolerance.

Al-Kaabi indicated that the UAE created the position of Minister of Tolerance for the first time in 2016 and in the same year announced the National Program for Tolerance with the aim of promoting policies aimed at upholding the values ​​of peaceful coexistence, moderation and acceptance of others, and rejecting all manifestations of discrimination and hatred, as announced by His Highness Sheikh Khalifa bin Zayed Al Nahyan, President of the UAE, "may God protect him", 2019 is the UAE's Year of Tolerance.

She explained that the consolidation of tolerance is a fundamental value in building societies, the stability of states and the happiness of peoples, so the wise leadership of the UAE has tended to establish the International Institute for Tolerance, which has become the only Arab organization that believes in institutionalizing the values ​​of coexistence, love and human brotherhood, and is entrusted with several tasks, including organizing a series of programs And projects aimed at deepening youth awareness of tolerance issues and enabling them to transform their human ideas into a tangible reality.

She added that to support this trend at home, the UAE has issued many laws and legislations related to combating terrorism and extremism, including: Federal Law No. (7) of 2014 in the matter of combating terrorist crimes, and Federal Decree Law No. (2) of 2015 in the matter of combating Discrimination and hatred, and Cabinet Resolution No. (20) of 2019 regarding terrorist lists and the implementation of Security Council resolutions related to preventing and suppressing terrorism and its financing, and stopping the spread of armaments and its financing.

She noted the UAE's participation with other countries in confronting terrorist groups, whether through participating in the international coalition against ISIS in Iraq and Syria, or as part of its endeavor to confront Al Qaeda in the Arabian Peninsula in Yemen.

Al-Kaabi said, "The UAE calls for combating extremism by applying the laws and regulations to combat terrorist financing as stipulated in international conventions, confronting the recruitment of foreign fighters, preventing extremists from exploiting the Internet and social media, and confronting the use of religious centers to spread hatred and violence."

She indicated that in this context and in order to achieve the vision of the UAE and in addition to its internal mechanisms, the country has resorted to an active international policy that has taken a number of paths to achieve its vision towards confronting terrorism, including but not limited to the UAE’s accession to the Global Counter-Terrorism Forum, whose main mission is In reducing the exposure of individuals in all parts of the world to terrorism, by preventing, combating and prosecuting terrorist acts, and combating incitement to and recruitment for terrorism.

She indicated that the UAE, in partnership with the United Kingdom, assumed the chairmanship of the Forum's Working Group on Countering Violent Extremism from 2011 to 2017, and that the UAE contributed significantly to launching international centers concerned with combating terrorism and extremism, as the International Center for Excellence in Combating Violent Extremism The “Hidaya Center” in Abu Dhabi, which provides evidence-based research and perceptions, and acts as a center for reflection and action, while at the same time promoting, supporting and implementing effective policies and programs on countering violent extremism.

She noted that in this regard also, the Sawab Center was launched in 2015 in Abu Dhabi, as a joint initiative between the United Arab Emirates and the United States, and aims to counter extremist propaganda and terrorist messages on the Internet.

The center also uses social media platforms to promote credible regional narratives and support voices of moderation to speak out against ISIS and counter the false claims of extremists. It also provides an alternative and positive vision that confirms the authentic values ​​and diversity of Islam.

Al-Kaabi said: “The UAE has organized many international events and conferences, including (the International Conference on the Criminalization of Electronic Terrorism) in 2017, (the Conference on Tolerance, Moderation and Dialogue in Confronting Extremism) in 2018, and (The Regional Conference for Empowering Youth, Promoting Tolerance and Combating Violent Extremism Leading to Terrorism) ) In 2019, and the (Human Fraternity Conference) in 2019, which aims to activate dialogue about coexistence and brotherhood between different religions and cultures and ways to promote these values ​​globally, confront extremism and its negatives, and strengthen human relations based on respect for difference.

She explained that the conference issued a "document on human fraternity for world peace and coexistence," which was signed by the Grand Imam, Dr. Ahmed Al-Tayeb, Sheikh of Al-Azhar, and His Holiness Pope Francis, Pope of the Vatican.

She added: "The UAE's strong involvement in international action in the face of terrorism and extremism stems from the principles on which the state relies in its policy at the internal and external levels, which affirm the interest in deepening the pillars of global peace, and strengthening cooperation on the international arena in facing common challenges, and looking at terrorism. However, it is the biggest threat to the stability and security of the world and the relations between its states and peoples, and believes that real and sustainable development can only be achieved in an atmosphere of stability and security. Therefore, it makes achieving this stability a major and fundamental priority for it. "
