The Ministry of Human Resources and Emiratisation confirmed that its inspection teams have detected only a limited number of violations of the decision to ban work in open sites at noon time, since the start of its implementation on June 15, stressing that the inspection teams continue to intensify their monitoring campaigns on work sites throughout The state, to ensure that the establishments are not lax in implementing the decision in its last week (ending on Tuesday, September 15), in addition to following up the extent of the establishments ’commitment to precautionary measures to limit the spread of the new Corona pandemic (Covid-19).

In detail, the Ministry stated that it continues to implement its inspection plan and its monitoring and awareness campaigns on open work sites, in order to follow up on the commitment of the owners of establishments and businesses to implement the decision, before stopping the implementation of the decision at the end of the working hours of Tuesday, September 15th, in order to ensure that no establishment is slack in abiding by the decision.

The Ministry applies the decision to prohibit work in open sites at noon, for the 16th consecutive year, from 12:30 in the afternoon until 3 in the afternoon, from mid-June to mid-September of each year, threatening financial fines of 5000 dirhams for each violating worker, and it may reach Up to a maximum of 50 thousand dirhams for companies and institutions violating the decision.

According to the ministry, the period of implementation of the decision witnessed a series of activities that were organized in cooperation with its strategic partners, including organizing field visits to work sites and awareness-raising workshops about the decision to ban work at noon, as well as the importance of preventive and precautionary measures to confront the spread of the emerging "Corona" pandemic (Covid-19), Educating lectures and providing various medical consultations about the dangers of heat exhaustion, how to prevent it, ways to deal with emergency cases, and other activities and in different languages.

10 days to "grieve"

The Ministry of Human Resources and Emiratisation has allowed establishments that violate the decision to prohibit the performance of work in open sites at noon to grievance within 10 days from the date of imposing the violation, by submitting an application accompanied by documents, which is studied by a special committee for a final decision, and the decision states that «Any interested party may appeal in writing to the Ministry against any administrative fine of the fines referred to in Article (3) of this decision that has been taken against him, within (10) ten working days from the date of his notification of this grievance decision, provided that the grievance is justified Attached to it all the supporting documents ».

Exceptions

The Ministry of Human Resources and Emiratisation excluded from the decision banning work at noon time jobs in which it is imperative to continue work without stopping for technical reasons, provided that the employer is committed to providing cold drinking water, in proportion to the number of workers, and in terms of safety and public health, and the provision of irrigation means and materials, such as The salts and lemons, in addition to the provision of means and materials for first aid at the work site, and means of industrial coolants, and sun protective umbrellas.
