  At present, the world has entered a period of turbulence and adjustment, facing a series of new threats and challenges:

This serious global public health emergency has caused more than 25 million infections and hundreds of thousands of deaths.

  Unilateral bullying poses a severe challenge to the international order.

Individual countries have gone further and further on the divergent path of unilateralism, constantly "withdrawing from the group" and "breaking contracts", severely impacting the international system with the United Nations at its core, and threatening the foundation of the majority of small and medium-sized countries.

Some extreme political forces have regained their "Cold War mentality" and tried to push the world into a dangerous situation of division and confrontation.

  Protectionism has had a major impact on the world economy.

Individual countries have set off a trend of anti-globalization, erected protectionist barriers, and undermined the stability of the world's supply chain and industrial chain.

At every turn, they wielded the big stick of unilateral sanctions, contained and suppressed enterprises in other countries, and even advocated the "decoupling theory" in an attempt to artificially cut off the flow of capital, technology, industry, and people in the world.

  At the same time, we must also see that the trend of the times of peace, development, cooperation, and win-win has not changed.

The law of development in which economic globalization continues to advance amidst twists and turns remains unchanged.

The basic trend of the collective rise of emerging economies represented by the BRIC countries has not changed.

The BRICS countries should boost their confidence, deepen cooperation, strengthen coordination, and take responsibility for international peace and global development.

To this end, let me make a few comments:

  First, jointly respond to the challenges of the epidemic.

China agrees that Russia will make cooperation in the field of public health the focus of this year's BRICS cooperation, and support the establishment of a rapid response mechanism for the BRICS to respond to the threat of new infectious diseases such as COVID-19.

We will attach great importance to and actively respond to the actual needs of the people of the BRICS.

President Putin also announced that it will promote and produce Russian vaccines abroad. We believe this reflects Russia's positive attitude towards global anti-epidemic cooperation.

  The BRICS countries have their own advantages in vaccine research and development, production and other fields. How to form an effective synergy and jointly make a BRICS contribution to the accessibility and affordability of vaccines in developing countries requires us to work together and strengthen coordination.

Chinese vaccine research and development companies are cooperating with Brazilian and Russian companies and institutions to carry out phase III clinical trials of vaccines, and will carry out vaccine procurement and production cooperation on this basis.

China is also active and open to cooperation in the field of vaccines with South Africa and India. The new crown vaccine cooperation can become a new highlight of the BRICS anti-epidemic cooperation.

We must implement the consensus of leaders, promote the construction of the BRICS vaccine research and development center, and promote vaccine research and development and information sharing.

  In the face of ever-increasing global challenges, we need to uphold multilateralism more than ever, and we need to maintain the core role of the United Nations in international affairs.

We must maintain an international order based on international law, practice the concept of win-win cooperation, oppose "withdrawing from the group" and "breaking contracts", and oppose inciting ideological and social system opposition.

  Adhering to multilateralism also requires reform and improvement of the global governance system.

In this regard, the key is to balance fairness and efficiency.

Fairness refers to increasing the representation and voice of developing countries, especially small and medium-sized countries and African countries, in international affairs, and reflects international political reality and development trends.

Efficiency is to enable the United Nations and other international institutions to effectively and quickly respond to various new threats and challenges, and to modernize the governance system and governance capabilities.

The reform of the United Nations, the World Trade Organization, the World Health Organization and other international institutions has been put on the agenda. The BRICS countries should strengthen coordination and cooperation, defend their common interests, and ensure that the reform process is driven by all countries and not controlled by a few countries.

  Third, jointly promote the recovery of the world economy.

Under the premise of ensuring safety, the five countries should actively carry out post-epidemic economic reconstruction, orderly promote the resumption of work, production and school, and strive to establish a new normal in which health protection and economic and social activities are relatively balanced.

It is necessary to make full use of the two forces of the government and the market to open up both domestic and foreign markets, stimulate economic vitality, promote employment and people's livelihood, and enhance development resilience.

It is recommended that the BRICS countries strengthen macroeconomic policy coordination and establish "fast channels" for personnel exchanges and "green channels" for cargo transportation to create good conditions for the five countries to resume work and production and restore their economies.

At the G20 Foreign Ministers’ Meeting, China launched the “Initiative on Facilitating the Cross-border Movement of People and Goods” and proposed to hold a seminar on border management and facilitation of personnel exchanges. BRICS countries are welcome to take the lead.

We must oppose the politicization of science and technology issues, oppose interference in normal technological and commercial cooperation, oppose unilateral sanctions and long-arm jurisdiction, and promote countries to provide enterprises with a fair, just, and non-discriminatory business environment.

  Fourth, jointly promote political settlement of hot issues.

Regional hotspot issues are still damaging peace, but the international community’s investment has declined.

Under the current circumstances, the United Nations should be promoted to play an important role in mediation and mediation.

The BRICS countries must jointly insist on a political settlement, oppose blindly imposing sanctions and opposing threats by force.

We must uphold the principle of national sovereignty, oppose interference in other countries' internal affairs, and countermeasures to initiate color revolutions.

  At present, hot spots in the Middle East are one after another, and the Palestinian issue is still at the core.

The "two-state plan" should insist that the legitimate rights and interests of the Palestinian people cannot be traded.

All parties should uphold an objective and fair position, pay attention to listening to Palestinian concerns and propositions, and push the Palestinian issue back to the track of equal dialogue and negotiation at an early date.

To resolve the Libyan crisis, there is no way out by military means. The key is to push both parties to the conflict to earnestly abide by the ceasefire arrangement, and to advance political, economic, and military negotiations in parallel.

China appreciates and supports South Africa's active commitment to the political settlement of the Liberal issue as the rotating chairman of the African Union, and is willing to work with all parties in the BRICS to play a constructive role in achieving peace and stability in Libya and the region.

  The situation in the Gulf continues to be tense.

China has three propositions: First, push the Iranian nuclear issue to return to the correct track of the comprehensive agreement as soon as possible. This is the top priority to ease the situation. Unilateralism and the so-called "limit pressure" will not lead out.

Third, countries outside the region should inject "positive energy" into restoration and peace, not the other way around.

All parties should proceed from the maintenance of multilateralism and the international order, and help more without adding chaos.

  The peace and reconciliation process in Afghanistan once again ushered in an important opportunity.

The current focus is to ensure the inclusiveness and fairness of the Afghan reconciliation negotiations, to allow all Afghan parties, ethnic groups, and sects to participate equally, to reflect the principle of "Afghanis-led and Afghan-owned", and to prevent individual countries from monopolizing the negotiation process. , Causing new hidden dangers and problems.

Negotiation is the right direction, but it also requires a process, and even repetitions.

All parties must maintain determination and patience, and cannot give up their efforts due to temporary difficulties.

Foreign military forces in Afghanistan should withdraw orderly and responsibly, and no mess should be left behind.

At the same time, support for the development and reconstruction of Afghanistan should be increased, and Afghanistan should be further included in regional cooperation arrangements.

  For a period of time, the situation on the Korean Peninsula has been generally stable, but the stalemate in the dialogue between the DPRK and the United States has continued, and the political settlement of the Peninsula issue has stalled.

The main sticking point is that North Korea’s security and development concerns have not received due attention.

The United States should earnestly shoulder its responsibilities, take sincere and attractive measures, and respond to the legitimate and reasonable concerns of the DPRK with practical actions.

The DPRK and South Korea should also improve their relations, which is very important for stabilizing the situation and advancing dialogue.

China’s position is very clear. We still stand for advancing the “dual-track” approach. On the one hand, we promote and realize the denuclearization of the peninsula, and on the other hand, we promote and establish a peace mechanism on the peninsula, so as to finally achieve long-term peace and stability on the peninsula.

  The world is undergoing major changes unseen in a century.

The BRIC countries, which own 30% of the world's land, 42% of the population, and one-fifth of the total economy, should become a stable anchor in the great changes.
