The possibility of an understanding between Pedro Sánchez and Pablo Casado on account of the creation of an Agency for Recovery directed by an independent profile has been immediately reduced to ashes.

On Wednesday, the Minister Spokesperson, María Jesús Montero, answered the proposal calling it "absolutely accessory", but the Prime Minister promised to "study" the documents sent by the PP.

It has not been necessary to receive them, since THE WORLD advanced its content yesterday.

So, definitely, the government's response to the new proposal from the main opposition party is a resounding no.

What's more, Sánchez has not even had to verbalize that rejection.

He has simply completely ignored Casado's idea and is sticking to the plan he had laid out.

"The president listened to the proposal out of courtesy," they say in La Moncloa, but it is a "very minor" issue in the midst of a two-headed crisis: health and economic.

Casado wanted the agency to be created to avoid "patronage."

And that it included members of the European Commission as "observers" and was chaired by a former governor of the Bank of Spain, such as Jaime Caruana.

But the Executive has not even considered the idea and maintains its plan for the governance of the 140,000 million euros granted by the European Commission.

Namely: "A specific monitoring unit for European funds will be created in La Moncloa, as a requirement set by the Commission," Sánchez told the regional leaders today at the Conference of Presidents.

Several regional leaders agreed that, beyond the governance vehicle of the funds, the important thing is that the Executive distribute the funds according to "objective" criteria.

This was done, for example, by Quim Torra (Catalonia), Isabel Díaz Ayuso (Madrid), Alfonso Fernández Mañueco (Castilla y León) and Fernando López Miras (Murcia).

And Ximo Puig (Valencian Community) added that there needs to be a new framework to speed up the award of contracts linked to these funds.

The autonomies ask for "objective" criteria for the distribution of aid

Sánchez explained his plan to them.

The Moncloa unit - still to be completed - will be the only "point of reference in monitoring, project execution and request for disbursements."

On October 15, the Executive will have the first formal contact with the European Commission, so before that date the Minister of Territorial Policy, Carolina Darias, will contact the autonomous communities in a "bilateral" manner.

"On October 15 the negotiation begins, but nothing is decided, that negotiation will end at the beginning of the year and until April 20 is the deadline to present the projects to the European Commission," Sánchez continued, according to the sources consulted.

"We are working on the main lines of it and I hope that by the end of this month we can present something solid to the autonomous communities," added the chief executive.

They demand an increase in funding for health and education

The Government is also going to create an inter-ministerial commission to coordinate the projects, there will be a unit to monitor the recovery fund and there will be a special sectoral conference on these loans and grants, led by the Minister of Finance.

Likewise, La Moncloa will promote high-level committees (by sectors) "to be able to have contact with companies" and "to promote public-private collaboration."

Which companies will be on those committees has yet to be closed.

"The key is not only to absorb economic resources, but also the dragging effect of private investment that they may bring with them," Sánchez told the regional presidents.

The president believes that the processing of Budgets and their design will be marked by the economic resources that come from Europe.

We have been working with Budgets extended from 2018 that did not contemplate the health crisis, nor do they contemplate the necessary instruments to be able to plug in the economic resources that we are going to receive during the next year, "added Sánchez.

In addition to all this, the Ministry of Finance will contact the regional councilors for a Council on Fiscal and Financial Policy before the end of September.

There, the regional councilors will ask him to clarify the guidelines of the Budget and the spending ceiling, to know how much the autonomies will be able to invest next year.

And they will ask for extra funding for health and education.
