Peace in Sudan: declaration of principle between Prime Minister and rebel leader al-Hillu

Thursday evening, the Prime Minister of the transition signed a declaration of principle with Abdelaziz al-Hillu, head of one of the most important armed movements.

He was one of the most absent on Monday during the Juba ceremony during which several rebel movements initialed a peace agreement presented as historic for the peripheral regions of Darfur, South Kordofan and Blue Nile.

It is an important step for the one who has led the Sudanese transition since the fall of Omar al-Bashir.

The initiative comes from Prime Minister Abdalla Hamdok himself.

The latter went alone and discreetly to Addis Ababa, without an official mandate from the Sovereign Council or the military.

He had a one-to-one discussion with the well-respected Abdelaziz al-Hillu, a key man in the south of the country, and he took upon himself the signing of a landmark declaration of principle.

A brief document, but which makes possible

an

effective

peace agreement

on the whole of Sudanese territory, according to several analysts.

It is a six-point declaration, which affirms " 

common principles

 ": the " 

multi-ethnic

 " and religiously diverse character of Sudan, the equality " 

guaranteed by law

 " of " 

all the peoples

 " of the country, the democratic rule for all of them and above all " 

the separation of religion and the State

 ", and " 

respect

 " for the right to " 

self-determination

 " where this rule could not apply.

The security status quo is also affirmed.

The Sudan People's Liberation Movement faction of al-Hillu can retain its weapons and the existing ceasefire is continued, until a final agreement is reached with Khartoum, based on these common principles.

So there is still some way to go.

In addition, let us recall that another influential rebel movement in the camps for displaced persons in Darfur is not currently participating in the official negotiations for this comprehensive peace agreement.
