To revive the French economy, reindustrialize the country, create jobs and accelerate the ecological transition, the Prime Minister, Jean Castex, must detail, Thursday, September 3, during a press conference to be followed live on France 24, a plan to 100 billion euros over two years.

Around three components, this plan called "France Relance", deploys measures in all directions in favor of many sectors.

Here are the main decisions already known.

Competitiveness - 35 billion euros

  • Long-term reduction of 10 billion euros in production taxes (i.e. 20 billion over the two years of the recovery plan), notably via a halving of the contribution on the added value of companies (i.e. 7 billion) and the reduction in half of the property taxes weighing on industrial sites.

    This reduction in production taxes will benefit 42% to medium-sized enterprises (ETI), 32% to SMEs and 26% to large companies according to the government.

  • 3 billion euros of support for companies' equity, via a public guarantee associated with participatory loans granted by banks or funds that would be labeled by the State.

    The government hopes to create a leverage effect and mobilize the banking sector between 10 and 15 billion euros.

  • The State will subsidize industrial development in the territories to the tune of 1 billion euros, i.e. 400 million euros for the existing system of industrial territories and 600 million for a call for projects on the relocation of production in France. .

  • 11 billion euros provided for in the next Investments for the Future Program (PIA) will be directed towards the recovery plan and will relate in particular to aid for Bpifrance innovation.

  • 385 million euros will be allocated to the digital transition of VSEs and SMEs.

  • The government has also spoken in recent weeks of export aid and administrative simplifications to accelerate the resumption of activity.

Ecological transition - 30 billion euros

  • Transport will benefit from 11 billion euros, including 4.7 billion euros allocated to SNCF in order to redevelop rail freight, in particular the Perpignan-Rungis line, small lines and two night train lines.

    The rest will go to a bicycle plan and public transport.

  • Nearly 7 billion euros are mobilized for the energy renovation of buildings: 4 billion for public buildings (schools, university, etc.) and 2 billion for households via the Maprimerénov 'premium which will be accessible to all households, without income ceiling, from January 1, 2021. The government wants in particular to target comprehensive renovations, more efficient in terms of energy savings, as well as landlords and condominiums, where the work is the most difficult to start.

  • 9 billion will be allocated to supporting companies in their energy transition, in particular through research and innovation, including 2 billion to develop "green" hydrogen, that is to say not derived from hydrocarbons.

  • The development of more sustainable agriculture and healthier food will benefit from aid of 1.2 billion euros.

  • 300 million euros will go to accelerate the renovation of water networks, in particular overseas.

Social and territorial cohesion - 35 billion euros

  • A plan for the employment of young people, endowed with 6.5 billion euros already voted this summer, includes in particular the aid of 4,000 euros for any hiring of a young person under 26 years old for a three-month contract minimum, bonuses for the hiring of young people in work-study programs, integration contracts or extended civic service.

  • An "anti-unemployment shield" will be deployed via long-term partial activity (6.6 billion) and a strengthening of the means of the FNE-Training system, focusing in particular on the sectors of the future (1 billion).

  • 5.2 billion euros will support the investment of communities.

  • Around 6 billion euros to support investment in hospitals.

  • Around 500 million euros for the increase of 100 euros in the back-to-school allowance.

  • The poverty and anti-exclusion plan will be endowed with an additional 200 million euros.

  • 350 million will go to finance the renovation of endangered bridges in the territories.
