On August 28-29, the Seventh Central Committee on Tibet Work Conference was held in Beijing. General Secretary Xi Jinping attended the meeting and delivered an important speech. This is an important meeting on Tibet work held by the central government since the 18th National Congress of the Communist Party of China and after the sixth Tibet Work Symposium in 2015. It is self-evident.

  General Secretary Xi Jinping has always been concerned about the snow-covered plateau. As early as June 1998, when he was working in Fujian, Xi Jinping came to Tibet for inspection due to his counterpart assistance mission. In July 2011, as the head of the central delegation, Xi Jinping attended the celebration of the 60th anniversary of the peaceful liberation of Tibet.

  In the new era, General Secretary Xi Jinping has always been thinking about how to govern Tibet, how to further promote Tibet's long-term development and long-term stability, and realize the yearning of the people of all ethnic groups in Tibet for a better life.

  In March 2013, when participating in the deliberations of the Tibetan delegation at the First Session of the Twelfth National People's Congress, the General Secretary first put forward the important statement that “the country must govern the borders, and the borders must first stabilize Tibet”.

  In August 2015, General Secretary Xi Jinping attended the Sixth Central Tibet Work Symposium and delivered an important speech. It was at that meeting that the general secretary summed up the strategy of governing Tibet formed by our party in the course of more than 60 years of practice as "six musts."

  The five years since the Sixth Central Tibet Work Forum have been an extraordinary five years in the history of Tibet's development. In the words of General Secretary Xi Jinping, "We have solved many problems that we wanted to solve but failed to solve for a long time, and we have done many big things that we wanted to do in the past but have not been done, and we have achieved all-round progress and historic achievements in various undertakings."

  At the same time, from maintaining the unification of the motherland and strengthening national unity, to improving the quality of development, ensuring and improving people's livelihood, to the consolidation of border defenses and border security, Tibet's development faces both rare opportunities and multiple risks and challenges.

  We must see that work in Tibet is not just the work of Tibet and the Tibetan areas of the four provinces, nor is it the work of a certain field or department, but an important work that concerns the overall situation. If Tibet is unstable, how to create a good environment for the overall national rejuvenation? As General Secretary Xi Jinping said, "The achievement of sustained stability and rapid development in Tibet is an important contribution to the overall work of the party and the country."

  Therefore, we must examine and plan the work in Tibet from the perspective of the overall strategy of the great rejuvenation of the Chinese nation and the great changes in the world unseen in a century. We must seek long-term strategies and take many actions to consolidate the foundation, and continue to consolidate the foundation of Tibet's long-term stability.

  At the Seventh Central Tibet Work Symposium, General Secretary Xi Jinping further enriched and developed the party’s strategy for governing Tibet in the new era, and summed it up with "ten must"——

  This strategy for governing Tibet in the new era sums up the successful experience of the party leading the people in governing Tibet, stabilizing and rejuvenating Tibet, and deepens our party's understanding of the laws of Tibet's work. Compared with 5 years ago, some expressions continue to be retained, and some are added or improved.

  For example, it clearly stated that “maintaining the unification of the motherland and strengthening national unity must be the focus and focus of Tibet’s work”; on the basis of past expressions, “the overall situation of the country and the international must be coordinated” was listed separately; The direction of the sinicization of religion and the management of religious affairs in accordance with the law"; more clearly stated that "Party building must be strengthened, especially political building."

  In addition to this, there is another notable change that is the first time that "ecological protection must be the first".

  The ecological protection of the Qinghai-Tibet Plateau is an issue of great concern to General Secretary Xi Jinping. He once said, "Tibet must protect the ecology and keep the China Water Tower well. You can't pick up sesame seeds and lose watermelons. Ecological problems are not worth the loss."

  As the main body of the Qinghai-Tibet Plateau, the rivers and lakes in Tibet are criss-crossed. They are the "sources of rivers" in my country, South Asia and Southeast Asia, and have an important impact on the global climate. At the same time, Tibet is also an area with fragile and sensitive ecological environment. Once it is damaged, its loss is hard to recover.

  It is precisely because of this that we must have a deeper understanding of the heavy weight behind the general secretary's statement-"Protecting the ecology of the Qinghai-Tibet Plateau is the greatest contribution to the survival and development of the Chinese nation."

Background: All Central Tibet Work Forums

  From ancient times to the present, frontier governance has always been an important event for the central government. Our party has always attached great importance to Tibet work, and always conducted overall research and planning on Tibet work at key historical points, and pointed out the direction for Tibet from the top-level design and strategic choices.

  The Tibet Work Forum is an effective form for the central government to study and plan work in Tibet. It can be said that every Tibet work forum fully reflects the characteristics of the times, contains the latest judgment of the Party Central Committee on the situation in Tibet, and makes a series of major decisions and deployments in response to the times and circumstances, which is of great significance to Tibet's long-term development and long-term stability.

  The first Tibet Work Symposium held in 1980 was in the early stage of reform and opening up. The meeting proposed that everything should proceed from the actual situation in Tibet and set aside chaos from the guiding ideology. It became an important meeting to realize Tibet's historical turning point after Tibet's peaceful liberation and democratic reform.

  The second Tibet Work Symposium held in 1984 studied the issue of further relaxing economic policies to make the Tibetan people prosper as soon as possible, laying a solid foundation for Tibet's modernization drive.

  The Third Tibet Work Symposium held in 1994 put forward the aid policy of “splitting responsibility, counterpart support, and regular rotation” and the “long-term support, rotation of cadres” method of cadre assistance. Provinces and cities have long-term counterpart support to help Tibet develop.

  The Fourth Tibet Work Forum held in 2001 at the beginning of the new century proposed to seize the good opportunities of implementing the Western Development Strategy and the basic stability of the social situation in Tibet, and focus on solving major issues related to the overall development and stability of Tibet. Tibet has entered the fast lane of development.

  The Fifth Tibet Work Symposium held in 2010 included for the first time the work on Tibetan areas in the four provinces of Sichuan, Yunnan, Gansu, and Qinghai for overall planning, and opened a new chapter in the development of the four provinces.

  The Sixth Tibet Work Symposium held in 2015 was a meeting convened by the Central Committee to study Tibet work since the 18th National Congress of the Communist Party of China. For the first time, it summarized the Party's strategy for governing Tibet and opened a new journey for Tibet to build a well-off society in an all-round way.
