In continuation of the policy of the government of Egyptian President Abdel Fattah El-Sisi to increase the prices of goods and services directly or by roundabout methods, the Cabinet approved a bill imposing large sums of money on students who fail in universities.

The law raised the concerns of the pioneers of social media, as tweeters expressed their doubts that the law was a first step towards canceling free public education, while others saw it as a new declaration of bankruptcy for Sisi's government, and the continuation of imposing taxes and increasing prices.

The draft law stipulates that the University Council determines the value of the fee annually taking into account the number of times the student fails, and it is collected at the beginning of the academic year, and its outcome is allocated to improving the educational services at the university. The stipulated fee, in whole or in part, for students who are unable to pay it.

Those fees are paid by the students who remain for repetition or those remaining at the same level who are enrolled in the credit hour system or credit points, and it is also paid by students taking examinations from abroad, and this shall be effective as of the academic year 2021/2022.

The draft law specified the minimum and maximum fees for this fee, to be from 6 to 12 thousand pounds for faculties of medicine and dentistry, and from 5 to 10 thousand pounds for the faculties of engineering, computers, information, artificial intelligence, pharmacy and physical therapy, and 4 to 8 thousand pounds for the faculties of veterinary medicine, agriculture, science and nursing, And 3 - 6 thousand pounds for other colleges and institutes (the dollar is about 16 pounds).

Minister of Higher Education Khaled Abdel Ghaffar said that the state is obligated, according to Article 21 of the constitution, to guarantee free education in its universities and institutes according to the law, and in light of this commitment, the state provides the opportunity for free education for Egyptian students.

Abdul Ghaffar added that the use of the right to free education should not harm the public interest, as the state’s continued bearing of the costs of educating students who have failed will inevitably lead to a reduction in the opportunities available to students who are diligent in the desired manner in view of the limited state resources allocated to education.

And according to what was reported by the local press, the Minister of Higher Education said, "The students who failed have wasted the opportunity for free education that the state has guaranteed them. If these students want to continue studying, they must bear part of the actual costs incurred by the state as a result of returning to the school year, not charging the state." Burdens arising from their failure to study. "

The Egyptian government's decision sparked anger and ridicule on the communication sites, as Twitterers ridiculed the decision as a consecration of the regime's policy of imposing fees and taxes on Egyptians, while some considered it bankruptcy by the government, as it turned into the pockets of Egyptians after it was unable to secure resources.

Others have expressed their anger at the continuing high prices of basic goods and services, fearing that the government will gradually move towards canceling free education and privatizing the health sector, which will increase the burden of the poor and the middle class, which suffers from the government's economic policies.

Some pointed to what they described as the twisted ways that the Egyptian government is taking to raise prices indirectly, such as increasing the price of bread by reducing its weight.

He warned students and parents against university professors taking advantage of this decision to punish students.
