However, the opening of casinos in some overseas cities attracts Chinese tourists to go abroad for gambling, disrupting the operating order of China's outbound tourism market, and endangering the personal and property safety of Chinese citizens. Accordingly, the Ministry of Culture and Tourism has established a "blacklist" system for cross-border gambling tourist destinations in conjunction with relevant departments, and will impose relevant travel restrictions on Chinese citizens going to overseas cities and scenic spots on the "blacklist".
