Mohammed bin Rashid issues a decision on the use of security cameras to document the tasks of police personnel

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the State, in his capacity as Ruler of the Emirate of Dubai, issued Resolution No. (14) of 2020 regarding the use of security cameras in documenting the tasks of employees of Dubai Police, including officers, description of officers and individuals working in the police. .

The decision aims to raise the level of quality of services provided by Dubai Police, develop the performance of its employees, enhance reassurance among community members and establish their sense of safety and security, as well as preserve their rights when dealing with affiliates, and assess the behavior of police personnel when interacting with community members, and verify the imputed practices. To them, and emphasize the principle of transparency, and contribute to proving crimes.

According to the decision, Dubai Police may use the security camera in public places in the Emirate of Dubai in order to document the specializations entrusted to it according to the legislation in force, including controlling traffic violations, and verifying the correctness of the procedures and measures taken by its employees.

Affiliate's obligations

The decision included a number of obligations imposed on the enrollee who is charged with using the security camera or authorized to view the content of the recordings, including: compliance with applicable legislation, and in particular legislation that ensures that the privacy or privacy of persons is not violated, and not to deliver, transfer, store, send or publish any of the recordings Except with the prior written consent of the Dubai Police Search and Investigation Authority or the competent judicial authority, and the confidentiality of the contents of the recordings is kept, and the security camera is not used except for the purposes designated for it, and the security camera memory is handed over to the concerned department of the Dubai Police in the matter specified by it, as well as not in this regard. The use of his personal devices other than the tasks and responsibilities assigned to him, in addition to any other obligations specified by a decision issued by the Commander-in-Chief of Dubai Police.

According to the decision, the content of the Hajj recordings shall be of all, unless it is proven by the Dubai Police Search and Investigation Authority or the competent judicial authority otherwise, and the recordings are considered confidential, and it is not permissible for the police personnel to exploit them, publish them, disclose them, or allow others to access them except for the purposes of official or constructive work. A prior approval issued by the Dubai Police search and investigation authority or the competent judicial authority.

Without prejudice to the criminal or civil liability when necessary, the police officer who commits any violation of the provisions of Resolution No. (14) of 2020 and the decisions issued pursuant to it, shall be disciplined, in accordance with the legislation in force. The Commander in Chief of Dubai Police shall issue the necessary decisions to implement the provisions of this decision.

This decision shall be published in the Official Gazette and shall be enforced from the date of its publication.
