  The first batch of pilot projects for the discharge outlets of the Yellow River Basin involved Shanxi (Fenhe River Basin), Gansu (Yellow River Mainstream Section), Qinghai (Huangshui River Basin), 3 provinces and 12 cities (prefectures), with a total of more than 3,000 kilometers of shoreline investigation. Among the first batch of pilot projects, the investigation work in Gansu and Qinghai was launched first. Both the Huangshui River and the Gansu section of the main stream of the Yellow River are located in the upper reaches of the Yellow River Basin, involving 28 counties (districts) in 2 provinces, 6 cities (prefectures), including Lanzhou, Baiyin, and Linxia in Gansu Province, Xining, Haidong and Haibei in Qinghai Province.

  The total length of the investigation is 2,564 kilometers, and the investigation area is 3,527 square kilometers. It involves the Huangshui River, the main stream of the Yellow River in Gansu and 24 main tributaries of the two rivers, 20 industrial parks along the river, 52 water source protection areas, and historically registered sewage outlets. 172, covering a variety of terrains such as plateaus, mountains, canyons, hills, and basins.

  In terms of personnel, this investigation included 7 provinces in the Yellow River Basin, Shanxi, Inner Mongolia, Henan, Shaanxi, Gansu, Qinghai, and Ningxia, and 8 ministries and systems units (Yellow River Basin Bureau, Haihe River Basin Bureau, Huaihe River Basin Bureau, South China Institute, Evaluation Center , Satellite Center, Academy of Environmental Sciences, Publishing House) transferred 312 people to participate in the on-site investigation.

  Before manual investigation, from May to August this year, aerial surveys and aerial survey image interpretation were completed in various places. The aerial survey images covered the entire inspection area with a resolution of 0.1 meters.

  On the basis of aerial surveys, all suspected sewage outlets, water source protection areas and other sensitive points, industrial enterprises and other key points, historical outlet locations, etc. found by drones have been screened and entered into the investigation APP system one by one, totaling more than 5,000 suspects. The location will be the key target for on-site investigation.

  In addition, this investigation involved 20 industrial parks, mainly located in Lanzhou and Xining, which were related to coastal economic development and coastal development. Among them, there are 8 industrial parks in Lanzhou City, 5 in Xining City, 3 in Haidong City, 2 in Baiyin City, and 1 in Haibei Prefecture and Linxia Prefecture. The pollution discharge status of these industrial parks will be the focus of on-site investigation.

  The relevant person in charge of the Law Enforcement Bureau of the Ministry of Ecology and Environment said that in the investigation and remediation, they resolutely opposed the simple and crude "one size fits all" behaviors such as blocking or blocking the sewage outlets. At the same time, the number of sewage outlets is not a basis for accountability. The focus of this investigation is to focus on the future, to work hard, to solve problems, and to effectively improve the ecological environment of the Yellow River Basin.

The terrain is complex and the sewage outlet is concealed

  Compared with the Yangtze River and the Bohai Sea, the Yellow River Basin has complex and diverse topography, uneven distribution of water resources, and ecological fragility. Over-exploitation of water resources in some areas has led to increased water pollution, and the disorderly discharge of tailings, industrial and domestic wastewater in some river basins is prominent.

  Taking into account the actual situation of the ecological environment of the Yellow River Basin, the scope of this pilot project includes rivers (sections) such as Fenhe River, Huangshui River and Gansu section of the main stream of the Yellow River, respectively, as pilot areas in the middle and upper reaches of the Yellow River, involving 12 provinces in Shanxi, Gansu and Qinghai. The city (prefecture) strives to complete the four tasks of "inspecting, measuring, tracing, and controlling" sewage outfalls into the river within 2-3 years. The focus of the work in 2020 is to complete the investigation task, drawing on the successful experience of using the "three-level inspection" of the Yangtze River and the Bohai Sea's sewage outlets, and it is divided into the "three steps" of drone aerial survey, manual on-foot inspection and expert investigation.

  Preliminary analysis showed that this investigation involved complicated urban terrain and difficult investigation. For example, cities such as Lanzhou and Xining are densely populated and have many flood channels. There are mixed discharges of rain and sewage or broken pipelines and overflows. For another example, the Huangshui in Xining city area flows into the underground culvert, which has a complicated internal structure and is difficult to receive pollutants.

  In addition, during the investigation period, it is in the flood season, the water level is high, and the flow velocity is fast, and some sewage outlets will be submerged, making it difficult to find. It is worth noting that in the investigation process, the use of advanced equipment such as thermal infrared imagers, ground penetrating radars, pipeline robots, and mobile environment monitoring vehicles will be further strengthened, and the entire process of APP list information management will be implemented.

  In 2019, the Ministry of Ecology and Environment adopted the method of "combining pilot first and comprehensive deployment" to complete the inspection of sewage outfalls in the Yangtze River Basin and the Bohai Sea in batches. A total of 60,292 sewage outfalls into the Yangtze River and the Bohai Sea were found. There are 18,886 sewage outlets, basically achieving the goal of "check all the outlets and check them thoroughly".
