The "Draft" has 33 articles, mainly stipulating regulations on the subject of supervision, training activities, and legal responsibilities.   Implement the party's educational policy

  With the continuous development of China’s education and the continuous improvement of people’s living standards, parents’ needs for education are becoming more and more diversified. Since the school curriculum is designed according to the average level of students, there will always be a small number of students who feel "not enough to eat." The emergence and development of off-campus training institutions have met the selective learning needs of primary and middle school students and have become a supplement to school education. However, off-campus training institutions must never replace school education.

  The "Draft" requires that off-campus training institutions should fully implement the party’s educational policy, adhere to the socialist direction of running schools, follow the laws of education and the laws of student physical and mental development, and work closely with school education and family education to promote the healthy growth of primary and middle school students; The basic-level organizations of the Communist Party of China must carry out party activities in accordance with the provisions of the Constitution of the Communist Party of China, strengthen party building, and achieve simultaneous planning of party building, simultaneous establishment of party organizations, and simultaneous development of party work.

  Pay attention to the health of students

At the same time, the "Draft" stipulates that the end of offline training shall not exceed 8:30 in the evening, and no homework shall be left after the training; the end of online live broadcast training shall not exceed 9 in the evening, and the duration of each class shall not exceed 40 minutes.

  Standardized management and orderly development

  The rapid development of off-campus training institutions has better met the diverse needs of students and parents, but at the same time, there is also a phenomenon of unevenness. Since 2018, the Ministry of Education has organized and carried out special governance and "look back" on off-campus training institutions, and achieved important initial results, and some chaos has been basically contained. However, due to the lack of fundamental changes in talent evaluation standards, talent selection and training methods, the “baton” of the senior high school entrance examination and college entrance examination is still playing a role, and the management of off-campus training institutions cannot be “deadly managed”, but should be “sparse”.   To this end, on the one hand, the "Draft" has established a work pattern in which governments and departments at all levels are responsible for division of labor, perform their duties, and work together.   At the same time, the "Draft" also stipulates that off-campus training institutions should focus on improving the quality of training and truly become a useful supplement to school education.   Carry out credit rating evaluation

  In order to protect the rights and interests of students and parents, the "Draft" provides solutions to some key issues of general concern.

  Regarding the question of how to select integrity training institutions, the "Draft" requires the education administrative department to carry out a law-abiding integrity rating evaluation of off-campus training institutions, and the evaluation results shall be disclosed to the public in accordance with the law.

  In response to the problem of off-campus training institutions, the "Draft" requires that the sponsors of off-campus training institutions should have a good credit status, and the asset level should be commensurate with the scale of the school; the education administrative department should work with financial supervision, taxation and other departments to account for tuition and miscellaneous fees. The minimum balance and large capital flow and other indicator changes shall be monitored and risk reminded to prevent the capital risks of off-campus training institutions; at the same time, off-campus training institutions are prohibited from charging fees that span more than three months at a time.

  Regarding safety issues that parents are generally concerned about, the "Draft" requires that off-campus training institutions should implement the main responsibility of safety, establish and improve safety management systems, formulate emergency response plans, equip safety facilities and equipment in accordance with regulations, and strengthen safety in fire protection, food, and hygiene.   In terms of dispute resolution, the "Draft" stipulates that if a dispute arises between the guardian of primary and secondary school students and an off-school training institution, it can be resolved through negotiation; if the negotiation fails, it can apply to the People's Mediation Committee for mediation; if the mediation fails, a lawsuit shall be filed.
