This is the first time that the General Secretary held a forum to make arrangements for this major strategy since the integrated development of the Yangtze River Delta was upgraded to a national strategy.
On November 5, 2018, when attending the opening ceremony of the first China International Import Expo, General Secretary Xi Jinping announced that he would support the regional integrated development of the Yangtze River Delta and be upgraded to a national strategy. Cooperate with the “Belt and Road” construction, the coordinated development of Beijing-Tianjin-Hebei, the development of the Yangtze River Economic Belt, and the construction of the Guangdong-Hong Kong-Macao Greater Bay Area to improve the spatial layout of China’s reform and opening up.
The integrated development of the Yangtze River Delta covers three provinces and one city in Shanghai, Jiangsu, Zhejiang and Anhui, accounting for about a quarter of the country’s total economic output, one third of annual R&D expenditures and the number of effective invention patents, and one third of the total import and export volume. Foreign direct investment and foreign investment are among the regions with the most active economic development, the highest degree of openness, and the strongest innovation capabilities in China. Faced with the new situation and new requirements, the general secretary convened this symposium to give three instructions on the profound understanding of the status and role of the Yangtze River Delta region in the country's economic and social development, and give this region an important historical mission.
First, take the lead in forming a new development pattern.
In recent times, General Secretary Xi Jinping has repeatedly emphasized the need to accelerate the formation of a new development pattern in which domestic and international cycles are the mainstay and the domestic and international dual cycles promote each other on different occasions.
The new development pattern is an active choice and long-term plan for the medium and long-term challenges facing my country's development, and it is related to China's development in the next five years or even longer.

Second, be a pioneer in my country's technological and industrial innovation.
Speeding up the improvement of my country's scientific and technological innovation capabilities is something the General Secretary has been thinking about. He often said that innovation is the first driving force leading development. At present, the new round of scientific and technological revolution and industrial transformation are accelerating. Individual countries advocate the decoupling of science and technology, suppressing the gradual upgrading of science and innovation enterprises in my country, and the urgency of accelerating the improvement of technological innovation capabilities has become more prominent.

The Yangtze River Delta region has obvious advantages in technological innovation. There are two comprehensive national science centers in Zhangjiang, Shanghai and Hefei, Anhui. About a quarter of the country's "double first-class" universities, national key laboratories, and national engineering research centers, the integrated circuit and software information service industries account for about a quarter of the country. One-half and one-third have formed a number of innovative communities and industrial clusters with strong international competitiveness in the fields of electronic information, biomedicine, high-end equipment, new energy, and new materials.
Give full play to this advantage, focus on key areas and key links such as integrated circuits, biomedicine, artificial intelligence, and make breakthroughs as soon as possible, and firmly hold the initiative of innovation and development in their own hands. The challenges are huge, and the opportunities are equally huge.
Third, accelerate the creation of a new highland for reform and opening up.
Over the past 40 years of reform and opening up, from the "big contract" that originated in Xiaogang Village, Fengyang, Anhui, to the Sunan model and Wenzhou model, from the development and opening of Pudong to the launch of the Shanghai Pilot Free Trade Zone... The Yangtze River Delta has always stood in China's reform and opening up. Forefront, its development itself is a vivid practice of reform and innovation.
Recently, economic globalization has encountered backwinds. The General Secretary has repeatedly emphasized that China's door to opening up will not be closed, but will only open wider and wider. He also pointed out that with the domestic cycle as the main body, it is by no means a closed door to operate, but by leveraging the potential of domestic demand to better connect the domestic market with the international market, and make better use of the two international and domestic markets and two resources. Achieve stronger and more sustainable development.
