“To refuse to satisfy the petition for admission of written evidence and to summon the witness Alexander Kobets for questioning,” the judge said.

According to the man, he lives in Ivanovo and came to Moscow with a friend for a walk.

He said that after the accident he went to the driver's seat, where there was a "young man" in a gray T-shirt and a dark "bologna vest," the agency said. 

In addition, he stated that he sees minus three in one eye, and that he is blind in the other (right).

Kobets also said that he was "threatened at the time of the car accident."
