The "Plan" proposes to gradually promote the construction of anti-fraud big data platforms nationwide; establish a cross-checking mechanism for suspected fraud-related network resources across the entire network, and clean up and rectify high-risk code numbers, IP addresses, and domain names in a timely manner; explore and implement industry fraud "Blacklist" of dishonest enterprises.

  In terms of technology platforms, the "Plan" proposes to create anti-fraud big data technology measures in the information and communication industry, and continue to improve the level of big data technology management and control. In terms of enhancing regulatory capabilities, the "Plan" clearly further strengthens industry source governance, and completes innovation precautions, responsibility implementation, effectiveness evaluation, credit management and other systems. In terms of improving the working mechanism, the "Plan" pointed out that the continuous optimization of cross-government-enterprise, cross-industry, and cross-departmental joint prevention and control working mechanism will fully release the powerful effect of big data in preventing and managing telecommunications network fraud.

  For the construction of the technical platform, the "Plan" puts forward the following requirements: First, build and improve the industry Internet anti-fraud data unified resource database and Internet anti-fraud platform, expand the scope of data aggregation, have the ability to find clues, trace the source, etc., and realize the anti-fraud IP , Domain name, APP effective research and judgment and disposal. The second is to carry out a pilot project for the construction of a provincial-level anti-fraud big data platform, improve the application capacity of territorial anti-fraud big data, and gradually promote the construction of an anti-fraud big data platform nationwide. The third is to carry out research on anti-fraud big data technology standards, study and formulate the framework of telecommunication network fraud management standards, and promote the introduction of urgently needed standards.

  In order to improve supervision capabilities, the "Plan" clarifies the following tasks: First, strengthen the construction of pre-prevention capabilities, establish a cross-checking mechanism for suspected fraudulent network resources across the entire network, and clean up and rectify high-risk code numbers, IP addresses, and domain names in a timely manner to prevent and resolve involvement in advance Fraud risk. The second is to strengthen the construction of the responsibility supervision mechanism in matters, deepen the management of the corporate responsibility list, improve the problem notification and public exposure mechanism, explore the implementation of the "blacklist" of fraudulent and untrustworthy enterprises in the industry, and effectively implement the main responsibility of the enterprise. The third is to improve the post-event anti-fraud effectiveness evaluation system, improve the evaluation index for basic telecom companies to prevent and manage telecom network fraud, study the evaluation indicators for key Internet companies to prevent and manage telecom network fraud, and objectively and accurately evaluate governance effectiveness.
