• Catalonia. Barcelona City Council will withdraw the medal from Francisco Franco

After about two weeks ago the independence movement forced a specific plenary session of the Parliament to debate the crisis of the monarchy with the departure of the country of the emeritus king Juan Carlos I, whose consequences were even more division between the parties that make up the Government, the same JxCat and ERC formations want to do the same in the Barcelona City Council to force the municipal government team, made up of PSC and Barcelona En Comú, -the same that govern in Spain- to position itself. The extraordinary plenary session to discuss the monarchy and the departure of King Emeritus Juan Carlos I from Spain will be held on August 27 and the session will be telematically. A single proposal with the content of an institutional declaration, which includes seven different points, presented by ERC and Junts per Catalunya, will be submitted to debate and vote.

The proposal of these independence groups includes withdrawing the Gold Medal from the city to Juan Carlos I, just as the City Council did almost two years ago with Francisco Franco. in addition to the set of honorary titles and personal recognitions, and urges "to verify that the Spanish monarchy is the successor to the Franco regime." The municipal plenary session is also urged to condemn the Government, of which the PSC and the commons form part, for its "necessary collaboration in the departure of the King Emeritus" and, in this sense, demands that President Pedro Sánchez, and the Vice President, Carmen Calvo, explanations about their role in such management.

Furthermore, the sovereignists want the Spanish Executive and the Congress of Deputies to repeal the crimes "of slander and insults against the Crown, and annul the causes and sentences for these crimes." On the other hand, it demands the audit of the accounts and activities of the members of the Royal House, in addition to the return of "the money that the monarchy has obtained illegally." Finally, it calls for "reaffirming Catalonia's right to self-determination", notifying the institutions of the European Union of the agreements and urging the European Commission to act in defense of the rule of law.

However, Barcelona must be careful with this vote on the monarchy. The president of the group of Cs in the City Council of Barcelona, Luz Guilarte, asked the general secretary of the Consistory to notify all the councilors of the “illegality of the agreements that are intended to vote in the extraordinary plenary session on the monarchy. Guilarte asks that the proposed agreements be reconsidered to reprove the monarchy "given its manifest unconstitutionality and excess of municipal powers." In addition, the president of the Citizens group accused the municipal government of Ada Colau of "participating, encouraging and tolerating the harassment and demolition orchestrated by the separatists to attack our democratic system" and has denounced the silence of the government team at the request of Cs so that the convocation of the plenary session was rejected.

Faced with this situation, Guilarte remarked that "Colau once again despises the institution and despises the opposition parties by not responding to the requests that we formulate." In addition, the president of Cs in the Barcelona City Council also had words for the role of the PSC in this plenary session since she stressed that "the socialists, with their inaction, are being accomplices that an attack on our democratic system is going to be committed" and recalled that "the PSC governs jointly, both in the Barcelona Provincial Council and in the AMB, with those who attack our rule of law."

The Center Left of Spain party also denounced the "exacerbated campaign" by which "anti-democratic forces of separatism and populism" were trying to use the departure of Juan Carlos I to "cover" the health and economic crisis. The formation believes that the monarchy debate "is completely alien to the concerns of the majority of Spaniards."
