Ogossagou massacre in Mali: UN report blames senior officials

This document, which is not yet public but which RFI has been able to consult, accuses senior Malian officials of obstructing the peace process, initiated since 2015. The second massacre in the village of Ogossagou could have been prevented by the Malian armed forces, say UN experts in an internal report. That day, February 14, 2020, still according to this document, a Dogon militia attacks a Fulani village. “  The victims were chased into the bushes, some were mutilated and others beheaded.  A total of 35 civilians were killed and 19 are still missing.

The report points to the responsibility of one man: General Kéba Sangaré, former chief of staff of the army and in charge at the time of the central region. That day, the soldiers, stationed in Ogossagou since the first massacre, left before the arrival of the relief. The general is informed at 5 p.m. of the departure of the unit, 10 hours before the attack, he is also informed of the threats, the preparation and the start of the assault. But don't give any orders. He goes so far as to give his hierarchy false information, say the experts. These recall the support given by the Malian state to armed groups or militias.

As evidenced by the initiative taken by state security. In April 2019, the Malian services put pressure on the government of Niger to release members of a drug network. Protection promised by the Malian services in exchange for a monthly payment "  at least until July 2018  " specifies the report. A payment paid by Mohamed Ould Mataly, deputy and member of the Platform, a pro-government armed group, under UN sanction, to General Moussa Diawara, current director of Malian state security and his deputy in charge of the fight against terrorism , Colonel Ibrahima Sanogo.
