What it means, Ahn Jung-sik, a North Korean reporter, pointed out what it means.

<Reporter> The

party's political parliamentary meeting was presided over by Chairman Kim Jong-un.

They said the flood was serious and disclosed the damage situation.

It is said that about 39,000 information, about 390㎢ of agricultural land, 16,000 households, many roads, bridges, and railroads were destroyed or flooded.

The International Federation of the Red Cross has reported that 22 deaths and 4 disappearances have occurred.

Chairman Kim, however, said he would not receive external support.

[Chosun Central TV: The reality that the global (Corona 19) malicious virus (virus) spread situation is deteriorating, do not allow any external support related to the damage of large water (flood)... .]

[Yang Mu-jin/Professor of North Korean Graduate University: On the one hand, it is possible to overcome (damage) without (external) support, and on the other hand, there is an emphasis on quarantine rather than support... .] It means

that they will refuse external assistance for quarantine, but it also seems to mean that they will not seek South Korean help in a situation where the infarction continues, such as the beginning of military training the day after tomorrow.

The government is still open to the possibility of support, but

[Cho Hye-sil/Minister of Unification Deputy Spokesman: The government is in a position to consistently promote humanitarian cooperation in non-political fields such as natural disasters... .]

The flood support has made it difficult to break the waters of inter-Korean relations.

Chairman Kim, who instructed the flood recovery to be completed by the party's founding anniversary in October, also gave an important greeting.

Lee Byung-cheol and Kim Deok-hoon have newly entered the Standing Committee of the Political Bureau, the party's highest policy-making body.

Lee Byung-cheol was also appointed vice-chairman of the Party's Central Military Commission in May as a leading player in the development of nuclear and missiles, so he emerged as a strong leader.

Kim Deok-hoon was also selected as the new Prime Minister, but the replacement of former Kim Jae-ryong in 16 months seems to be an evaluation that the achievement of economic development through self-reliance was not satisfactory.
