There are many names that are being raised in the Bazaar of forming a new government in Lebanon, following the resignation of Hassan Diab's government last Monday, following the Beirut port explosion, which left more than 170 people dead, 6 thousand wounded and more than 300 thousand homeless.

And every day, the Lebanese newspapers publish a name that they say has high chances and enjoys regional and international support, and among them was Nawaf Salam, the former representative of Lebanon to the United Nations and a judge at the International Court of Justice. However, in recent days, there has been a strong talk about the return of Saad Hariri, who resigned about a year ago following the protests of November 17th, which demanded the complete resignation of the political class.

In this context, the Lebanese Al-Akhbar newspaper says that the process of negotiating the name of the next prime minister has not yet started, and that the consultations are still in their infancy, but they are all in the direction of Hariri’s return.

The newspaper adds that until the image of the outside becomes clear, Hariri reiterates that he does not refuse to return to prime minister, but he has conditions, which are:

- The full support of the local forces for his assignment and for letting him form the government alone, so that he is the one who chooses the ministers, taking into account the interests of the major powers, but without the distribution of portfolios and tasks to the taste of other powers.

- External support and guarantees not to impede the work of his government or to lay down items or tasks that it is unable to, so that its mission is limited to a comprehensive economic reform process.

- External support should be accompanied by a clear and sufficient financial aid program to carry out reforms, provided that the funding countries supervise the spending process, especially with regard to large projects such as energy, water and infrastructure.

- Preparing for a settlement that allows him freedom of action in exchange for his willingness not to contest the upcoming parliamentary elections, and he is ready to reach an understanding with Parliament Speaker Nabih Berri on a different cooperation mechanism between the government and the House of Representatives, and he does not want any clash with Hezbollah in any internal file, and he wants the party To take it into account, whether in forming the government or in managing basic files.

The newspaper indicates that the Egyptians alone settled their matter early, and told Saad Hariri and the rest of the political forces in the country that they supported his return to prime minister, and they asked others to facilitate his mission by letting him propose a combination of himself that does not provoke anyone, but which suits his way of working.

Moreover, the Egyptians said that they are ready - once the government is formed - to conclude a direct agreement with the government and not with any private companies to build a power station in Zahrani, while ensuring that its need for gas is met for several years, according to a financial agreement that suits Lebanon.
