  According to the case handlers, from 2017 to 2019, Ma Zhongyu violated the National Development and Reform Commission's reporting regulations for leaving Beijing, leaving Beijing 18 times without approval, and failed to report as required afterwards. From 2016 to 2018, the General Office of the National Development and Reform Commission issued three documents to standardize the reporting system for leaving Beijing, clearly stipulating that responsible comrades at the departmental and bureau level must fill in the report form for leaving Beijing and not leave Beijing without approval. Ma Zhongyu left Beijing 18 times without authorization, including 11 times for business, mainly to participate in relevant meetings, forums and other activities; 7 times for private, mainly to visit relatives or vacation.

  The report is not a trivial matter. This is an important aspect of organizational discipline and a concrete manifestation of the "four obediences." "You must have a good plan." If leading cadres, especially senior cadres, cannot even do this, it is often a precursor to problems. In the case of Ma Zhongyu, some of the conferences, forums and other activities that he participated in had little to do with the work of the National Information Center. They had a certain "platform" and "chic" nature, and they could receive "expert fees" and "teaching fees" of varying amounts. What's worse is that during Ma Zhongyu's participation in these activities, there were violations of discipline and law, such as receiving gift money and taking the opportunity to travel with public funds; he left Beijing privately, and there were also violations of discipline and law such as reimbursement of personal visit expenses with public funds. According to the case handling personnel, Ma Zhongyu was keen to participate in such activities, but he was worried that the leaders would pay attention too frequently, so he intentionally or unintentionally "forgot" to fill in the report form for leaving Beijing.

  The ability to report personal whereabouts as required is a touchstone for testing whether party members and cadres can be loyal and honest to the party, abide by discipline and rules, and whether they have strong organizational concepts and strict organizational discipline. This issue must be taken seriously. The "Several Guidelines on the Political Life of the Party under the New Situation" emphasizes that "you must ask the organization for instructions before leaving your post or where you work. Those who fail to report on time without justifiable reasons, report inaccurately, or conceal the report shall be dealt with seriously." Article 73 of the Regulations on Disciplinary Actions of the Communist Party of China stipulates that those who “do not report according to requirements or report personal whereabouts truthfully” shall be given warnings or severe warnings if the circumstances are serious.

  Reporting personal whereabouts truthfully and complying with the request and reporting system essentially requires loyalty to the party, telling the truth, doing honest things, and being an honest person. Party members and cadres must always keep in mind that they are a member of the organization, and consciously accept organizational arrangements and discipline constraints. Party organizations should strengthen supervision and inspection of the implementation of the request and report system for party members and cadres, and correct problems in a timely manner and deal with them seriously.
