13 August 2020New squeeze on arrivals from abroad, after the increase in cases of contagion returning from holidays in recent weeks. The ordinance issued by the Minister of Health, Roberto Speranza, has been in force since midnight, which provides for "molecular or antigenic tests, to be carried out with a swab, for those arriving from Croatia, Greece, Malta and Spain". In the ordinance, the minister also included those coming from Colombia

In order to contain the spread of the COVID-19 virus, "the following alternative preventive measures apply to persons intending to enter the national territory and who in the previous fourteen days have stayed or transited through Croatia, Greece, Malta or Spain, The obligation of presentation to the carrier upon boarding and to anyone appointed to carry out checks on the attestation of having undergone, in the 72 hours prior to entry into the national territory, a molecular or antigen test is established. , carried out by means of a swab and a negative result. Failing this, it is mandatory to undergo a molecular or antigenic test, to be carried out by means of a swab, upon arrival at the airport, port or border place, where possible, or within 48 hours from entering the national territory at the local health company of reference; waiting to undergo the test at the local health company of reference riment, people are subject to fiduciary isolation at their home or residence ".

The ordinance also provides that people arriving from the indicated states "even if asymptomatic, are obliged to immediately communicate their entry into the national territory to the Prevention Department of the health authority responsible for the area. In the event of the onset of COVID-19 symptoms , without prejudice to the obligation for anyone to report this situation promptly to the Health Authority through the specially dedicated telephone numbers and to undergo isolation, pending the consequent decisions of the Health Authority. The provision will take effect "until 'adoption of a subsequent Dpcm "and" in any case no later than 7 September 2020 ". This is what is stated in article 3 (final provisions).

The clash with the Regions
The government's decision comes after a heated confrontation with the Regions that are adopting measures of a different nature to curb cases of contagion from imports. In some cases even more restrictive, such as that of el Campanian president Vincenzo De Luca, which provides for mandatory quarantine up to the swab for all those who return from abroad. Or that of the Region of Sicily, where Musumeci has ordered the quarantine followed by a swab for people resident or domiciled on the island who return from Spain, Greece and Malta, while for non-residents arriving from the same countries, registration with the Asp is required and possible swab without any quarantine obligation.
