For comprehensive performance venues with multiple theaters, different theaters should enter and exit the venue at different times and peaks or through different routes, and strengthen overall planning and arrange dedicated personnel to conduct on-site guidance to avoid crowds.

Guide for epidemic prevention and control measures to reopen theaters and other performance venues (third edition) 

  In order to implement the spirit of the important instructions of General Secretary Jinping on coordinating and promoting the prevention and control of the new crown pneumonia epidemic and economic and social development, and the guidance of the State Council on the joint prevention and control mechanism of the new crown pneumonia epidemic in response to the new crown pneumonia epidemic prevention and control work "Opinions" (Guo Fa Dian [2020] No. 14) and other requirements, strengthen the normalized epidemic prevention and control work in theaters and other performance venues, and formulate this guide. 

  1. General requirements 

  (1) Adhere to normal prevention and control. Local cultural and tourism administrative departments should follow the “territorial principle”, strictly abide by the requirements of the local epidemic prevention and control command department, and combine the actual situation of the region to formulate epidemic prevention and control plans and emergency plans for cultural markets including performance venues, and implement them in a timely manner Dynamic Adjustment. It is necessary to tighten the string of epidemic prevention and control at all times, resolutely overcome paralyzing thoughts, war exhaustion, fluke, and relaxation mentality, comprehensively investigate prevention and control loopholes, keep a close eye on key links of prevention and control, and effectively implement prevention and control requirements, and pay close attention to normalcy. Prevent and control the epidemic to ensure safety.

  (2) Persist in orderly opening up. On the premise of adequate epidemic prevention measures, in low-risk areas, with the consent of the local party committee and government, medium-sized and below commercial performances can be held. Suspend the new approval of foreign-related, Hong Kong, Macao and Taiwan-related commercial performance activities (except for the cast members already in the country), and temporarily cancel the on-site interaction before and after the performance. In areas with medium and high risks, commercial performances will be temporarily suspended. 

  (3) Adhere to appointment and current limit. The reopened performance venues shall strictly implement the measures of limiting the flow of personnel appointments. The number of spectators in theaters and other performance venues shall not exceed 50% of the seats in the theater. Seats should be separated to ensure a safe distance. For comprehensive performance venues with multiple theaters, different theaters should enter and exit the venue at different times and peaks or through different routes, and strengthen overall planning and arrange dedicated personnel to conduct on-site guidance to avoid crowds. For commercial performances held in singing and dancing entertainment venues, tourist attractions, theme parks, amusement parks, hotels, restaurants, bars, catering venues, live music halls (LiveHouse) and other places, the performance organizer shall arrange for staff to conduct personnel on the spot. 

  2. Site prevention and control management 

  (4) Implement the main responsibility of prevention and control. Performance venues should strictly implement the epidemic prevention and control regulations, formulate specific prevention and control measures and emergency plans for the venue in accordance with relevant technical guidelines, carry out emergency drills, improve disposal capabilities, and perform daily duty, cleaning and disinfection, testing and registration, garbage cleaning, and site inspections. Responsibilities for each epidemic prevention link, such as safety management, are assigned to specific posts and individuals, and timely and dynamic adjustments are made in accordance with local epidemic prevention and control requirements. 

  (5) Strengthen cleaning and disinfection. The performance venue shall establish a "Cleaning and Disinfection Record Sheet", clarify the scope and frequency of disinfection, and record the disinfection time, responsible person and other information. Before and after each performance, the stage area, audience area, dressing room, passages, entrances and exits, administrative offices and other public areas of the venue should be thoroughly cleaned and disinfected (it is recommended to use a chlorine-containing disinfectant with 500mg/L effective chlorine for disinfection). 

  (6) Strengthen ventilation. Natural ventilation should be preferred when conditions permit. If a centralized air-conditioning and ventilation system is used, check whether the equipment is normal before turning it on, clean the cooling tower, etc., and keep the fresh air outlets clean; operate at the maximum fresh air volume during operation, strengthen the sanitary management of cooling water and condensate, and send it regularly Air vents and other equipment and components should be cleaned, disinfected or replaced; when confirmed or suspected cases, the centralized air conditioning and ventilation system should be turned off and cleaned and disinfected under the guidance of the disease control department. 

  (7) Equipped with protective equipment. Performance venues should be equipped with adequate masks (recommended to be equipped with disposable medical mask standards or equivalent protection level masks), body temperature testing equipment, disposable gloves, hand sanitizer, disinfectant and other disinfection and protective equipment. Equipped with hand sanitizer, quick-drying hand disinfectant and other cleaning and disinfecting items in public rest areas, toilets and other areas, so that consumers and employees can clean and disinfect at any time. Disinfected items should be stored and used correctly in strict accordance with the instructions, away from fire and power sources, and must not be mixed or placed. The protective equipment should be checked regularly and replaced in time.  

  (8) Standardize garbage disposal. Performance venues should set up special garbage bins and other garbage collection containers, and guide the disposal of waste masks, disinfection paper towels and other supplies into special garbage collection containers, and if possible, use plastic bags to seal them tightly before putting them out. Garbage collection containers should be clean, tidy and odor-free, to prevent overflowing, and be cleaned on a daily basis, and the garbage collection container and the ground in the surrounding area should be disinfected regularly. 

  (9) Set up temporary isolation areas. The performance venue should set up a (temporary) isolation area with relatively independent location, set up reminder signs, be equipped with safe and effective protective equipment, and designate a special person to be responsible for the temporary isolation of personnel when they develop symptoms such as fever. 

  (10) Strengthen epidemic prevention propaganda. Performance venues should strengthen the popularization of epidemic prevention and control knowledge by setting up reminders, placing promotional materials, and electronic display screens in eye-catching locations, and enhance the awareness of epidemic prevention and control of employees and consumers. 

  (11) Investigate hidden safety hazards. Performance venues should promptly investigate hidden safety hazards such as the storage of disinfection supplies and power management, and strengthen self-inspection in accordance with the relevant provisions of the "Notice of the Ministry of Culture on Implementing Work Safety Responsibilities and Strengthening Work Safety in Cultural Markets" (Wenshifa [2017] No. 5) Self-inspection, rectification and reform that do not meet safety requirements. 

  (12) Encourage online services. Encourage the promotion of online real-name ticket purchases and e-tickets, encourage the use of online payment, encourage the use of QR code gates to check tickets, and minimize direct contact. For professional performance venues such as theaters, real-name ticket purchase and real-name admission are implemented. Encourage online performance activities such as cloud concerts and aerial theaters to enrich the supply of cultural products. 

  3. Casting staff and audience management 

  (13) Do a good job in management of cast members. The performance organizer shall sign a safety agreement or a health commitment letter with the participating units and individuals, take preventive and control measures such as temperature detection for the performers (including administrative and logistics personnel) in advance, and establish a "Health Record for Performers table". Try to reduce unnecessary cast and crew for each performance and keep a certain distance. The per capita dressing room area of ​​actors is not less than 5 square meters. 

  (14) Do a good job of registration for entrance inspection. The performance venue shall be equipped with facilities for measuring body temperature, and special personnel shall be arranged on duty. Audiences must wear masks when entering the performance venue, take their body temperature and show their health code. Audiences who refuse to wear masks or have abnormal body temperature shall refuse entry. 

  (15) Strengthen on-site inspections. The performance venue shall arrange for a dedicated person to manage the performance site, remind the audience to wear masks scientifically and maintain a safe distance during the admission, exit and viewing period. 

  Fourth, employee health management 

  (16) Do a good job in employee health monitoring. Performance venues should do a good job in employee health management in accordance with the requirements, establish an "Employee Health Record Sheet", conduct temperature checks on employees twice a day, and keep track of their health status and travel trajectory. If employees are found to have symptoms such as fever, cough, fatigue, nasal congestion, runny nose, sore throat, diarrhea, etc., they will promptly arrange to go to designated medical institutions for treatment and follow up the relevant situation. 

  (17) Instruct employees to do personal protection. Performance venues should promptly train employees on normalized epidemic prevention and control measures, emergency response, etc., and urge employees to master the knowledge of epidemic prevention and control, personal protection, health and emergency response, and take personal protection. 

  (18) Reduce staff gathering. According to the actual way of commuting to and from get off work at the wrong time, flexible working system or home office, employees should wear masks when they go to work, cover their mouth and nose with tissues or elbow arms when sneezing, and urge employees not to work together or get together. Strengthen staff meal management, encourage the implementation of staggered meals and scattered meals. Scientifically manage working meetings and reduce the frequency and length of meetings. Remind employees to reduce unnecessary going out, try to avoid dense crowds, and avoid staying in public places for a long time. 

  V. Handling of abnormal situations 

  (19) Establish a communication mechanism. Performance venues should establish an epidemic emergency communication mechanism, understand the contact information of health administrative departments, disease control agencies, nearby designated medical institutions, and community health service centers, and ensure that all employees are aware of it. The channel for reporting the epidemic should be unblocked, and the epidemic should be reported to the local health administrative department, culture and tourism administrative department in a timely manner. 

  (20) Do a good job of handling when an epidemic is discovered. If there is a suspected epidemic situation in a performance venue, emergency plans should be activated immediately, on-site management should be done to avoid panic, corresponding epidemic prevention and control measures should be taken under the guidance of professional institutions, and relevant departments should be used to investigate and manage close contacts and temporarily close the venue. 

  Six, safeguard measures 

  (21) Strengthen organization and leadership. Local cultural and tourism administrative departments should strictly implement territorial management responsibilities, improve prevention and control and emergency response capabilities, strengthen linkages with local health administrative departments, and ensure smooth and orderly open management. 

  (22) Strengthen the information verification of foreign nationals and other cast members. When approving commercial performances containing foreign or Hong Kong, Macao and Taiwan actors (the actors are already in China), the cultural and tourism administrative department shall verify the approval documents and entry and exit records of the relevant actors’ latest performance in China , The performance organizer shall cooperate with the physical health inspection of the cast members and make a written commitment. 

  (23) Strengthen supervision and inspection. Local cultural and tourism administrative departments should strengthen inspection and supervision of reopened performance venues, investigate and punish illegal operations in accordance with laws and regulations, detect hidden dangers in a timely manner and effectively deal with them, effectively protect the legitimate rights and interests of consumers, and maintain market operation order. 

  (24) Strengthen emergency management. Local cultural and tourism administrative departments shall, in accordance with emergency plans, clarify emergency measures and handling procedures for epidemic prevention and control and safety emergencies, carry out investigations, evaluations, and publicity training, report abnormalities in time, and urge and guide the temporary closure of places.
