Prime Minister Hassan Diab will speak to the nation at 7.30pm (6.30pm in Italy) and will submit his resignation. The impending resignation was also confirmed by Health Minister Hamad Hasan, local media reported. The satellite broadcaster LBCI reports that "many people poured into the streets and squares in the center of the capital as soon as the news of the resignation spread".

The decision was taken during a cabinet meeting held after the announcement of four other department heads who have already resigned or are ready to leave office. Justice Minister Marie-Claude Najem, Information Minister Manal Abdul Samad and Environment Minister Damianos Kattar have already resigned, while Finance Minister Ghazi Wazni said he had already written a letter of resignation but wanted to wait for the exit of the whole executive. Foreign Minister Nassif Hitti also resigned before the explosion.

Protests are underway in front of the Parliament. Dozens of young people with their faces covered began throwing stones at police in riot gear. The agents are responding with tear gas.

Meanwhile, the emergency aid collected yesterday during a videoconference organized by France and the UN for Lebanon amounted to just over 250 million euros, the Elysée announced. The total amount of "emergency aid committed or mobilized in the short term" is € 252.7 million, of which € 30 million from France, the French presidency said.

In return, the donors' conference asked the Lebanese authorities to commit themselves to carrying out the reforms loudly called for by the population.
