The Russian government has approved a special procedure for calculating the retirement record for medical workers fighting coronavirus.

The document was signed by the head of the Cabinet of Ministers Mikhail Mishustin. He noted that the corresponding decision was made on the instructions of Russian President Vladimir Putin.

A special procedure for calculating the length of service will be introduced for medical workers who treat patients with coronavirus and suspected coronavirus.

“One day of assistance to patients in the experience will be counted as two working days. And this norm will be in effect from January 1 to the end of September this year, ”Mishustin said.

The prime minister pointed out that this decision will annually allow for early retirement of about four thousand doctors and other medical workers.

Mishustin cited data according to which additional 325 million rubles will be required to pay pensions annually. “Such funds are provided for in the budget,” the prime minister concluded.

Earlier, Vladimir Putin instructed the government to provide funding for vaccination against coronavirus infection after registration of the corresponding drug.

The new list of instructions of the head of state, published on the Kremlin's website, specifies an order to provide "full financing of measures to prevent acute respiratory infections in the autumn-winter epidemic season 2020-2021."

It is noted that in this regard, it is necessary to provide for "vaccination against influenza covering up to 60% of the population of the Russian Federation, up to 75% of people from risk groups, as well as vaccination against a new coronavirus infection after state registration of the relevant vaccines."

The fight against coronavirus is also mentioned in a number of other assignments. In particular, Putin ordered, when forming the federal budget for 2021 and for the planning period of 2022 and 2023, to prioritize finance to provide the necessary funds to medical organizations.

We are talking about meeting the needs of physicians for medicines, medical devices and test systems, personal protective equipment, as well as antiseptic drugs necessary for the prevention, diagnosis and treatment of ARVI, including a new coronavirus infection.

Along with this, the President ordered to ensure control over the sufficient volume of production and supplies to the Russian market by domestic manufacturers of drugs for the treatment of acute respiratory viral infections, in particular COVID-19.

The report on the implementation of these orders should be submitted to the head of state by October 1, 2020, then the reports should be prepared monthly. Prime Minister Mikhail Mishustin was appointed responsible for the implementation of these instructions.

Note that at the end of July, Putin held a meeting on the sanitary and epidemiological situation in the country, during which he emphasized the importance of preventive work to combat infectious diseases.

“And of course, we must do everything to try to avoid the re-introduction of the regime of restrictions, especially large-scale ones, so that schools, kindergartens, universities, enterprises and organizations can work safely, in a normal, usual mode for people, through preventive, proactive measures”, The president said then.

According to the head of the Ministry of Health, Mikhail Murashko, the situation in Russia demonstrates "insignificant, but nevertheless positive dynamics" in the number of patients undergoing inpatient treatment.

“We note that the number of intensive care patients in the last week has dropped below 3 thousand who are on ventilators,” said Murashko at a meeting of the Presidium of the Coordination Council for Combating Coronavirus.

As the head of Rospotrebnadzor Anna Popova noted, the growth rate of new cases of COVID-19 in Russia has decreased tenfold.

"The daily rate of increase in morbidity today is 0.6%, and since March 31, since the beginning of restrictive measures, it has decreased almost 50 times," said Popova.

She also cited information on the proportion of people with antibodies to coronavirus infection in different regions of the country. According to her, monitoring of serological studies for COVID-19 continues, they were carried out in 26 subjects in all age groups.

“And I want to say that the largest number of seropositive in the specific weight of the number of participants in this study examined by a special method is in the Tyumen region (24.5%), the Tula region (27.8%), St. Petersburg (26%) and the Republic of Tatarstan ( 31.5%), ”she said.

According to the head of Rospotrebnadzor, there is a clear dependence on the time of the study from the beginning of the epidemiological rise in the subject and the maximum number of "affected in a particular subject."
