  It is understood that the shoveling of crops is to return farmland to forests. At the end of 2019, Hulunbuir became a pilot project for returning farmland to forest and grassland in Inner Mongolia. The autonomous region assigned 200,000 mu of land to forest and grassland to the city, and the city gave it a quota of more than 50,000 mu.

  In response, Chen Barhu Banner Forestry and Grassland Bureau responded: “The growers forced planting without signing a contract, the forestry staff stopped them on site, and the growers still planted, which is illegal.” According to reports, from this year’s spring farming Since March 25, Qili has issued multiple notices to stop and prohibit planting.

"Unless the pilot work of returning farmland to forests is not done, no discussion is allowed."

  It is understood that there are 3 pilot areas for returning farmland to forest in Inner Mongolia. As of June, the other two places have completed the main tasks of the whole year, but Hulunbuir has only completed a small part, which has been criticized in the supervision of relevant departments in Inner Mongolia.
