(the "Xingqing Company") was carrying out predatory activities in the Muli mining area in the hinterland of the southern foothills of Qilian Mountains in the name of ecological restoration and governance. The company's chairman has even been called the "hidden richest man" in Qinghai.
Teng Jiacai, member of the Standing Committee of the Qinghai Provincial Party Committee, Secretary of the Provincial Discipline Inspection Commission, and Director of the Provincial Supervision Commission, introduced that the Qinghai Provincial Commission for Discipline Inspection held a special meeting and decided to establish an investigation team of the Provincial Commission for Discipline Inspection, conduct investigations and verifications simultaneously, and initiate accountability procedures.

At the same time, the Provincial Commission for Discipline Inspection and Supervision decided that the Haixi Prefectural Government, the Party Working Committee and the Management Committee of the Qaidam Circular Economy Pilot Zone, and the Provincial Department of Natural Resources, the Provincial Department of Ecology and Environment, etc. Relevant leading cadres suspected of negligence of duty were filed for review and investigation.
In accordance with the management authority of cadres, the Haixi Prefecture Commission for Discipline Inspection and Supervision also initiated investigation and verification of the suspected negligence of duties by the relevant regulatory authorities of Haixi Prefecture and the Tianjun County Party Committee and the relevant departments. Among them, three responsible leading cadres have been removed from their posts by the Haixi Prefecture Party Committee and are subject to organizational investigations.
