  The 21st meeting of the Standing Committee of the 13th National People's Congress was held in Beijing on the 8th to conduct a second review of the revised draft law on the prevention of juvenile delinquency.

  The second review of the revised draft pointed out that specialized education is an integral part of the national education system and an important protective measure to educate and rectify minors with serious bad behaviors.

  In order to further smooth the channels for minors with serious bad behaviors to enter specialized schools for education and correction, the second review draft of the revised draft proposes to add provisions: for minors with serious bad behaviors, minors’ parents or other guardians, and schools Those who are unable to discipline or whose discipline is invalid may submit an application to the Special Education Steering Committee and be sent to a specialized school for specialized education after an evaluation decision.

  The second review of the revised draft also proposed that the concept of "custody and upbringing" should no longer be used and relevant measures should be included in specialized education. For minors who commit acts stipulated by the criminal law and commit crimes that are not at the legal age of criminal responsibility, the public security organ may decide to send them to specialized schools for specialized education after evaluation by the Special Education Steering Committee.

  On October 21, 2019, the 14th meeting of the Standing Committee of the 13th National People's Congress conducted the first review of the draft revision of the Law on the Prevention of Juvenile Delinquency. The current law on the prevention of juvenile crimes was promulgated and implemented in 1999. In 2018, the revision of the Law on the Prevention of Juvenile Delinquency was included in the legislative plan of the Standing Committee of the 13th National People's Congress.
