  ●The employment situation gradually stabilized, better than expected

How to look at the employment performance in the first half of the year and the current employment situation?

  Zhang Jinan: General Secretary Xi Jinping attaches great importance to employment, and has made scientific research and judgments on the current employment situation many times, and clearly requires that "the employment priority policy must be implemented, and the intensity of the policy should be adjusted according to changes in the employment situation, so as to reduce burdens, stabilize jobs and expand employment. Affected by the impact of the epidemic, this year's employment has had a relatively sluggish start. With the efforts of all parties, it has gradually stabilized.

  In terms of the number of newly-increased jobs in urban areas, the number of new jobs increased from 390,000 in February to one million in the recent month. A total of 5.64 million people were added from January to June, completing 63% of the annual target task; from the surveyed unemployment rate, The unemployment rate in the national urban survey in February was 6.2%, the highest in recent years, but it has fallen month by month since April, and it was 5.7% in June, which was lower than the control target.   Zhang Jinan: At present, the risks and challenges facing employment are still outstanding, and a lot of efforts are needed to stabilize the overall situation of employment. Human and social departments at all levels will insist on simultaneously reducing burdens, stabilizing jobs, and expanding employment, continuously strengthen policy supply, and promptly introduce policy measures.

  The first is to stabilize jobs, and reduce the burden on enterprises through policies such as "reduction, exemption, delay, rebate" and other policies to stabilize existing jobs. In the first half of the year, a total of 576.9 billion yuan in corporate pensions, unemployment, and work-related injuries were reduced and exempted, three social insurance premiums of 43.1 billion yuan were deferred, 63.6 billion yuan was returned to unemployment insurance, and 40.5 billion yuan in various employment subsidies were issued. These are the "real money" that directly reaches the market players, and they have played a tangible role in helping companies overcome difficulties and stabilize their positions. For registered unemployed persons, basic public employment services are provided free of charge, and policies such as rent reductions and exemptions, tax incentives, and business guarantee loans are actively implemented to help them find employment and start businesses through multiple channels.
