In order to strengthen the prevention and control of public health risks, the draft adds provisions for the establishment of a mechanism for the prevention and control of zoonotic infectious diseases on the basis of the notification and monitoring of the epidemic situation of zoonotic diseases.

  The draft clearly states that the health authorities, agriculture and rural areas, and wildlife protection authorities shall establish a cooperative mechanism for the prevention and control of zoonotic infectious diseases.

  Since live trading of livestock and poultry in bazaars can easily lead to the spread of diseases, the draft further strengthens the management of bazaars and live trading of livestock and poultry. In order to reduce the risk of disease transmission, it is planned to increase regulations on animal epidemic prevention conditions that must be met in the market for operating animals and animal products, and it is clear that local governments at or above the county level decide to prohibit live trading of livestock and poultry in specific areas based on local conditions.

  In terms of dog breeding and management of stray dogs and cats, considering that the management of pets such as dogs and cats involves many links, and related issues are mainly local powers, many local regulations or government regulations have been formulated, and the draft plans to focus on animals The relevant regulations have been adjusted in terms of epidemic prevention.

  For example, the draft clarifies that units and individuals raising dogs should be immunized with rabies vaccine in accordance with regulations, and apply for registration with the local dog registration authority with the immunization certificate issued by the agricultural and rural departments. Sub-district offices and township-level people's governments organize and coordinate residents' committees and villagers' committees to control and dispose of stray dogs and cats within their jurisdiction to prevent the spread of the disease.

  In addition, the draft also revised and improved the non-edible use of wild animals and laboratory animal epidemic prevention. The draft clarifies that wild animals that require non-edible use due to special circumstances such as scientific research, medicinal use, and display should be reported to the animal health supervision agency for quarantine in accordance with regulations, and only those that pass the quarantine can be used. The provisions of the current law shall be restored, and the wild animals captured manually shall be reported to the animal health supervision agency of the place of capture for quarantine in accordance with the regulations, and only those that pass the quarantine may be kept, operated and transported.
