  自2016年5月民进党蔡英文当局在台湾主政以来,由于其拒不承认体现一个中国原则的“九二共识”,并在岛内极力推动“去中国化”的“渐进式台独”路线,致使两岸关系完全失去了2008年5月至2016年5月国民党马英九主政八年时间大交流、大合作的基础。特别是今年初新冠肺炎疫情暴发以来,蔡英文当局进一步“依美抗陆”,甘当美国遏制中国(大陆)的马前卒,甚至无视世界卫生组织的决定,不断鼓动岛内媒体称新冠肺炎为“武汉肺炎”和“中国病毒”,大肆煽动“恐中仇中”情绪,不断给两岸正常的民间交流制造障碍,不仅导致许多滞留大陆的台湾同胞(包括相当部分儿童)不能够及时、顺利地返台与家人团聚,而且还无理限制众多陆生赴台湾正常学习。但是,两岸同根同源、同文同种,蕴藏于民间的交流能量是压制不了的,双方在各个领域中的合作也是阻挡不了的。上海与台北的“双城论坛”就是众多交流中一颗璀璨的明珠。

  “2020台北—上海城市论坛”如期举行。从2010年4月至2019年,由上海市政府和台北市政府联合主办的“双城论坛”已连续举办了十年,双方签署交流合作备忘录达36项,在经贸、科技、教育、卫生、文化、青少年交流等领域取得了丰硕的合作成果,为两座城市的民众增进了了解、增添了福祉,并成为两岸城市交流的典范。按照惯例,今年的“双城论坛”本来应该是在台北市举行,但是因为年初新冠肺炎疫情在全世界逐渐蔓延,至今仍然在全球流行,所以,7月22日以“城市防疫交流与经济合作及智慧经济”为主题的“2020台北—上海城市论坛”(即第十一年“双城论坛”),采用通过视频的方式在上海与台北如期召开。上海市市长龚正、台北市市长柯文哲出席了论坛开幕式并致辞。上海市副市长宗明、台北市副市长黄珊珊作主题演讲,台北市副市长蔡炳坤也出席了论坛。

  Mayor Gong Zheng said in his speech that the "Twin Cities Forum" is an important platform for Shanghai and Taipei to work together and has become a model of cross-strait city exchanges. This year, affected by the new crown pneumonia epidemic, we held the "Twin Cities Forum" by video to gather industry elites, carry out epidemic prevention exchanges and economic cooperation, share wisdom and experience, and continue the story of the twin cities. I hope that this forum will be used as an opportunity to build more consensus, strengthen "post-epidemic" exchanges and cooperation, provide a strong impetus for the win-win development of the two cities, make greater contributions to the peaceful development of cross-strait relations, and seek more benefits for the people of the two places . Mayor Ke Wenzhe said in his speech that the "Two Cities Forum" is closely related to people's livelihood and is an important channel for cross-strait relations. Affected by the epidemic this year, the forum was held in a video format for the first time, demonstrating the goodwill and determination to continue to communicate with each other. The two sides of the strait are connected with history and culture, economic exchanges are close, exchanges are better than cessation, cooperation is better than confrontation, and family is better than family. Both sides of the strait can learn from each other through communication and dialogue, learn from each other's strengths, and jointly pursue the peaceful development of the two sides.

  Seeking to complement each other's advantages, the "Twin Cities" starts from the "Double Bo". The "Twin Cities Forum" is an important platform for cooperation between Shanghai and Taipei to create a win-win situation. In May 2010, Shanghai will host the "World Expo"; in November of that year, Taipei will host the "Flower Expo". In order to promote the exchanges and cooperation between the two cities in the "Double Expo", the Shanghai Municipal Government and the Taipei Municipal Government decided to co-host the City Forum by the municipal governments of the two cities. This is the beginning of the highest institutionalized and institutionalized exchanges between counties and cities across the Strait. Since then, it is also an important activity that continues the exchange and cooperation mode of the two cities since the 2010 Shanghai World Expo and Taipei Flower Expo were held. Looking back at the "Twin Cities Forum" in the past years, it has been fruitful. The success of each year represents the deep friendship between the two cities, mutual exchanges, complementary advantages, and the constant original intention of adhering to common development and win-win cooperation between the two cities.

  The 2010 "Twin Cities Forum" was held in Taipei on April 6. The then Mayor of Shanghai Han Zheng and the then Mayor of Taipei Hao Longbin attended the forum. The theme of the forum is "Strengthening Cooperation and Common Development". Four exchanges and cooperation memorandums including the "Memorandum of Cultural Exchange and Cooperation between Shanghai and Taipei City" were signed at the forum, laying a good foundation for further exchanges and cooperation between the two cities.

  The 2011 "Twin Cities Forum" was held on July 25 at the Shanghai World Expo Center. The then Mayor of Shanghai Han Zheng and the then Mayor of Taipei Hao Longbin attended the opening ceremony of the forum and delivered speeches. The forum embodies the theme of "deepening the exchanges and cooperation between the two cities and realizing the common prosperity of the two cities". Three exchanges and cooperation memorandums including the "Memorandum on Tourism Exchange and Cooperation between Shanghai and Taipei City" were signed at the forum, creating a new world for the tourism industry of the two cities.

  The 2012 "Twin Cities Forum" was held in Taipei on August 16. Jiang Ping, deputy mayor of Shanghai, and Chen Xiongwen, deputy mayor of Taipei, delivered speeches respectively. The forum focused on the theme of "innovative development and co-prosperity between the two cities" and topics such as municipal construction planning, cultural and creative industry development, and the preparation of large-scale sports events. The forum discussed various challenges facing the development of the two cities and shared their respective experience in response. The two sides also signed four memorandums of exchange and cooperation including the "Memorandum of Educational Exchange and Cooperation between Shanghai and Taipei." Among them, the memorandum of exchange and cooperation between the two districts of the two parties opened up exchanges and cooperation between the two cities and districts of Shanghai and Taiwan.

  The 2013 "Two Cities Forum" was held in Shanghai on July 4. The then Mayor of Shanghai Yang Xiong and the then Mayor of Taipei City Hao Longbin attended the forum and delivered speeches. The theme of the forum was "the pattern and highlights of the future development of the city." The two cities signed four memorandums of exchange and cooperation including the "Shanghai "12345 Citizen Service Hotline" and the Taipei City "1999 Citizen Home Hotline" Exchange and Cooperation Memorandum", which expanded Shanghai Exchanges and cooperation in various fields between the two cities in Taiwan.

  The 2014 "Twin Cities Forum" was held in Taipei on June 9. Shanghai's Executive Deputy Mayor Tu Guangshao and Taipei City Deputy Mayor Ding Tingyu gave speeches on "City Changes" respectively, sharing their experiences on how to create "Cities of Innovative Design" and "Green and Convenient Cities". Four exchanges and cooperation memorandums including the "Memorandum of Exchange and Cooperation between Shanghai International Art Festival and Taipei Art Festival" were signed at the forum, making the exchange and cooperation between the two cities more extensive.

  The 2015 "Two Cities Forum" was held in Shanghai on August 18. Yang Xiong, the mayor of Shanghai at the time, and Ke Wenzhe, the mayor of Taipei, attended the forum and delivered speeches. With the theme of "Urban Development and Youth Independent Entrepreneurship", the forum signed four memorandums of exchange and cooperation including the "Memorandum of Understanding and Cooperation on the Exchange of Technical Experiences of Transportation Electronic Tickets between Shanghai and Taipei." This is the first time Mayor Ke Wenzhe has participated in the "Twin Cities Forum" between Shanghai and Taiwan.

  The 2016 "Twin Cities Forum" was held in Taipei on August 23. Sha Hailin, the representative of the mayor of Shanghai, and Deng Jiaji, the deputy mayor of Taipei, attended the forum and delivered a keynote speech. Taipei Mayor Ke Wenzhe also attended the forum and delivered a speech. The theme of the forum is "Showing the vitality of the city". Three exchanges and cooperation memorandums including the "Shanghai Marathon and Taipei Marathon Exchange and Cooperation Memorandum" were signed at the forum, which enabled the two cities to have each other's athletes in the subsequent marathons.

  The 2017 "Twin Cities Forum" was held in Shanghai on July 2. The then Mayor of Shanghai Ying Yong and the Mayor of Taipei Ke Wenzhe attended the forum. With the theme of "Healthy City", the two parties signed four memorandums of exchange and cooperation including the "Memorandum of Academic Exchange and Cooperation between Shanghai University and Taipei City University".

  The 2018 "Twin Cities Forum" was held in Taipei on December 20. The theme of the forum was "Sustainable City, Sustainable Development" (ie "Circular Economy"). Shanghai Executive Deputy Mayor Zhou Bo led a delegation from the Shanghai government to attend the forum. Shanghai and Taiwan signed three exchanges and cooperation memoranda on sports, film and television, and district administration exchanges. Taipei Mayor Ke Wenzhe attended the signing ceremony and delivered a speech.

  On July 4, 2019, the "2019 Shanghai-Taipei City Forum" with the theme of "Innovation, Cooperation, and Future" was grandly held in Shanghai. This is the tenth consecutive year that the Shanghai Municipal Government and the Taipei Municipal Government have organized the "Twin Cities Forum". With the joint efforts of both parties, the "Two Cities Forum" has become an important institutionalized exchange platform between the two cities. Shanghai Mayor Ying Yong and Taipei Mayor Ke Wenzhe attended the forum. Three exchanges and cooperation memorandums including the "Memorandum of Exchange and Cooperation between Shanghai and Taipei City Smart City" were signed at the forum.

  The "Twin Cities" strives to change from "win-win" to "multi-win". Since 2010, Shanghai and Taiwan have alternately held the "Twin Cities Forum" and carried out a series of wonderful exchange activities. The two sides have achieved remarkable results in mutual observation and learning in urban governance, culture and art, sports competition, and industrial exchanges. , Which greatly promoted exchanges and cooperation in various fields. In particular, relevant functional departments, counterpart exchange units, and grassroots organizations in Shanghai and Taiwan have established channels of communication with each other to learn from each other, exchange inspiration, share experience, and jointly improve the level of urban development, form a long-term exchange mechanism, and effectively enhance the well-being of the people of the two cities .

  Currently, Shanghai is gradually implementing the central government's measures to benefit Taiwan, providing Taiwan compatriots with the same treatment as Shanghai citizens for studying, entrepreneurship, employment and life in Shanghai, and further promoting economic and cultural exchanges and cooperation between Shanghai and Taiwan. In the future, Shanghai will continue to support Taiwanese businessmen to invest and start businesses in Shanghai, continue to support Taiwanese youths to innovate and start businesses in Shanghai, and continue to promote Shanghai-Taiwan cooperation in the fields of culture, sports, health, science and technology. Taipei also hopes to seize this opportunity to get out of Shanghai, feel the charm of the Yangtze River Delta, strive for "multiple wins," and make more contributions to cross-strait exchanges.

  At the same time, Shanghai is striving to improve the city’s energy level and core competitiveness. According to the 2035 development plan, it will build an international economic, financial, shipping, and trade science and technology innovation center, and accelerate the construction of a modern international metropolis with world influence. The cooperation and exchanges between Shanghai and Taiwan and the sharing of development results have brought greater space. Compatriots on both sides of the strait are a family connected by blood, and they should communicate more to increase friendship and cooperate more to achieve a win-win situation.

  Both sides of the strait share the same language and species, and share a common history and culture. The diversified exchanges between Shanghai and Taipei in economic, cultural, and urban development have not only promoted the urban development of the two cities, but also increased mutual understanding, understanding and trust. The people of Shanghai and Taipei share precious affection and friendship in a "family" atmosphere. Success is hard-won, and it needs to be cherished, and it also needs to be consolidated and improved; I believe that through the joint efforts of both parties, the exchanges and cooperation between the two cities will be deeper, more extensive and more effective, and the relationship between the two cities will become stronger and stronger. The exchange between Shanghai and Taipei has become a model of government exchanges and non-governmental cooperation between cities on both sides of the strait. It is expected that the "Twin Cities Forum" will radiate the results to the Yangtze River Delta on the road of complementary advantages and win-win cooperation in the future, strive for "multi-win", and take more solid steps on the new road of exchanges and cooperation.
