06 August 2020Work, health, school, local authorities, tax authorities. And a series of micro and macro measures that aim, at least in the title, to revive the economy. The August decree is a new omnibus, which should close the emergency interventions with the allocation of another 25 billion. It was supposed to be a lean measure with few targeted interventions but, in the latest drafts, it has already forfeited 91 articles, ranging from Alitalia's newco to the possibility for the MEF to recapitalize public companies with a billion and a half up to micro interventions such as the 5 million more allocated for road transport. 

The highlight is the work package: there is a dispute over layoffs - the rule represents a "political knot" as can be read in the draft. The extension of the blockade of layoffs is causing a split in the majority. To light the fuse were the secretaries of CGIL, CISL and UIL - Maurizio Landini, Annamaria Furlan and Pierpaolo Bombardieri - who threatened to transform a demonstration already organized for September 18 into a general strike - two days before the Regionals - if the government it will not stop layoffs until the end of 2020. The allies are divided between those who would like the blockade, until now planned until August 17th, to be extended only until October 15th, and those who want it to last until December 31st. A mediation has also appeared, to end the block on 15 October, however, making it continue until the end of the year for those companies that are using social safety nets. But no agreement on the merits. In the Democratic Party the secretarial line is for the extension to December 31, but in the party there are different sensitivities. And yet the M5s is not granite, even if the five-year-old Minister of Labor Nunzia Catalfo is due to expire at the end of the year. Italia Viva, on the other hand, aims for the short term, while Leu strongly wants the long one.

In the meantime, another 10 billion are allocated to the Cig Covid, alongside the possibility of using, for the first 9 additional weeks still 'free' for all, the funds already allocated with the relaunch decree. 

LeU: layoffs stop at 31 December
"To guarantee social cohesion and guarantee a minimum of protection for those most exposed to the winds of the crisis, the ban on dismissal must remain until 31 December 2020. The restart of our country, in fact, it cannot have as a first act the return to dismissal as if nothing had happened ". This was stated by the group leader of Liberi e Uguali in the Chamber, Federico Fornaro. "The weaker subjects cannot be paid for the crisis, whether they are employees or precarious VAT numbers, while we are witnessing the indecent redundancy show requested by companies that have not had loss of turnover as a result of Covid 19", he continues Fornaro.

Landini: "Layoffs block or social conflict"
"All layoffs must be blocked until the end of the year and the national contracts must be renewed. Otherwise for CGIL, CISL and UIL it will be a general strike". This is how intimate the national secretary of the CGIL Maurizio Landini who in an interview with "la Repubblica" launches an appeal to the unit: "We do not want confrontation, it is the moment of cohesion and responsibility, also of companies". Landini argues the need to extend the layoffs because, he says, "it should be clear to everyone that being fired for a person is a drama", therefore "work, even in the most humble and essential roles, has brought us out from the most dramatic phase of the pandemic ". So, it is the reasoning of the CGIL secretary, "you cannot thank the people who have done their duty during this period saying that now they can also be fired. It is a wrong language. Today is the moment of cohesion. The precariousness introduced in the last Twenty years - questioning achievements and rights - have not produced places nor improved the productivity of companies ", says Landini.

Relief on contributions
To encourage companies to hire and return to work, employees arrive in the decree, as announced, with relief from contributions (with a ceiling of € 8,060 per year based on monthly payments). For new hires or transformations of fixed-term contracts, the decontribution will be recognized for 6 months (the allocation is 1 billion) while those who bring back employees of the CIG will benefit from a 4-month relief, provided that they have suffered losses. Those who have not had a drop in turnover and have used shock absorbers (a quarter of the hours pulled so far according to the latest data) will not be able to benefit. Also on the table are measures for corporate welfare and for the tax exemption of contractual renewals which, however, would still hang in the balance.

Extension of Naspi and autonomous bonuses
Among the measures for work confirmed the 500 million more for the new skills fund and the extension of another two months of Naspi and Discoll for those who had the expiring subsidies while another two months of bonuses of 600 euros arrive for tourism seasonal workers and show business workers and more precarious workers (such as intermittent workers or home sellers). Another novelty for the self-employed is a sort of 'quarantine allowance', that is, the recognition of a 600 euro bonus in the case of quarantine with active surveillance or fiduciary home permanence. (which for employees is equated to illness).   

Tourism relaunch package
The tourism package is also rich, with a series of rules starting from the stop also to the second installment of the IMU for accommodation facilities (hotels, farmhouses, campsites, b & b) and for bathing establishments. In December, fairs and cinemas and theaters will not be called to pay, which will also be exempted for the whole of 2021 and 2022. And until the end of the year, activities will not pay the tax on the occupation of public land for outdoor tables. To help the commercial activities of the historical centers of the big tourist cities - among the most penalized by the travel restrictions due to Covid - there is also a non-refundable contribution based on the losses, while work is still being done on the restaurant consumption bonus (which could be also extended to other sectors, such as clothing).

Ecoincentives and bonuses for restaurateurs The
draft also shows the bonus for purchases 100% made in Italy by restaurateurs, which however does not yet have its own equipment. Meanwhile, a new extension for the collection of the folders arrives, which however stops on 15 October (not at the end of the year as hypothesized in recent days), together with the extension until January of the moratorium on loans for SMEs. For the car confirmed 500 million more for eco-incentives, with upward adjustments to the bonus to encourage the purchase of less polluting cars. Another half billion will go to health to cut the waiting lists while the emergency commissioner will be able to buy shares of Italian companies engaged in the search for the anti-Covid vaccine. Lastly, new funds also for local authorities: to the Regions, as per agreements, 2.8 billion will go while Mayors 1 billion plus another 300 million for the non-collection of the tourist tax. 

Decaro (Anci); "Part of the resources promised to the Municipalities is still missing"
We read the rumors leaked regarding the August decree: there is a new deviation, the third, but part of the resources promised to the Municipalities directly by the Prime Minister is still missing. Starting from those necessary to cover the tax on waste that we do not intend to collect for the months in which the companies were closed. We expect that commitment to be respected. ' This was stated by the President of the ANCI Antonio Decaro.

Bonino: "You can relaunch the country with bonuses and postponements"
"It seems to me useless to comment on a decree that still does not exist, in which everything is postponed to the end of September. It is valid for electoral law as for any important decision. This seems to me the government of the referral ". This was said by the leader of Piu 'Europa, Emma Bonino, guest of SkyTG24. "The problem - he added - is how we will arrive in September. We are already at 100 billion of additional debt in this lockdown period, at 2500 billion of public debt. And we are triumphantly traveling towards a debt / GDP ratio of 160%. Europe he did his job but now the responsibility passes to Italy. No Prime Minister had ever had so much money and in my opinion no one will have it later. But the government is wrong if it thinks it can restart the economy only with bonuses, because they are not infinite ", concluded Bonino.

FI: "Madness Cig contribution linked to revenues"
