The tragic shooting that led to the death of a 12-year-old girl is believed to have its roots in an inflamed gang conflict, according to information to SVT News.

Detective Commissioner Fredrik Gårdare has worked for many years with organized crime, including at an international level. According to him, the criminal gangs have been in Botkyrka since the 80s.

During the 90's the problems escalated.

- The crime was very serious with serious violent crimes and drug sales. There is really no difference today. There have been slightly more shootings but definitely more deaths. That way we have a worse situation now.

According to Fredrik Gårdare, there was previously a Swedish naivety about organized crime.

- We thought that this does not affect us. It took several years before we received an acceptance that Sweden, just like other countries, can be affected by vulnerable housing areas and segregation.

"Do not have time"

The large resources required to investigate each murder mean that the police are forced to "put out fires" instead of working long-term, says Fredrik Gårdare.

- The police go in as soon as we see that something serious is about to happen - and cool off the gangs that are too active. But it is urgent efforts that save the situation here and now. It takes a lot more to make a difference. We do not have time for the long-term, the time is spent on the urgent.

To overcome the problems, a joint lift from several societal actors is required, according to Fredrik Gårdare.

- A more substantial approach is needed with greater resources, with better cooperation between different professional categories, such as social services, schools, care and drop-out couples. The police cannot save this themselves. Everything is connected.

"Real grip required"

Within the networks, a sense of brotherhood and a strong culture of violence is cultivated. The members often come from the same areas and often miss growing up with a father present, with bad male role models as a result, according to Fredrik Gårdare.

- The members' norms and analytical ability are completely shattered. The norm is that violence is completely normal. It is a black image, we must take it in, but at the same time see that it is possible to improve the situation.

- It is not easy and it requires real steps that we in Sweden are not used to seeing from our state and municipal apparatus.
