In the spring of 2020, employers' organizations and trade unions would negotiate the collective agreement that regulates wages and working conditions for almost 2.8 million people. However, due to the corona pandemic, the municipal trade union postponed negotiations with Sweden's Municipalities and Regions (SKR) this autumn.  

Despite the fact that Sweden has managed the pandemic better than other countries according to the bank SEB, the situation still looks uncertain.

- We are worried about the unemployment figures that are ticking up week by week, says Mattias Dahl, CEO of the Confederation of Swedish Enterprise, to Swedish Radio.

"Of course we can not rule out a zero bid"

The industry plans to make a statement on the last day of October, after which the industries will follow suit. And a possible scenario is that there will be no wage increases at all.  

- Everyone is groping now, these measures that have been implemented help. In a situation like this, then it is clear that we can not rule out a zero bid. So you would wonder what kind of fortune teller we have, says Mattias Dahl. 

Torbjörn Johansson, contract secretary at LO, does not agree, however.

- It is not the corona we are negotiating about, but the expectation we have for the future that we are trying to reflect, says Torbjörn Johansson, agreement secretary at LO.
