“The United States is cautiously optimistic that we can reach an agreement with Moscow and China on an arms control framework that will push for verifiable restrictions on all nuclear weapons,” O-Brien wrote in his article for The Washington Post.

He also noted that a potential area for cooperation between Russia and the United States is the fight against terrorism.

According to him, sanctions against Russia will not be needed if Russia "refrains from aggression."

Earlier, a former employee of the United States presidential administration, in an interview with The Washington Post, said that American leader Donald Trump does not have a consistent approach to doing business with Russia.
