A strategic move. Jean Castex is going this Monday to Lille for the entry into force of the obligation to wear a mask in public spaces open in certain areas of the European metropolis of Lille (MEL), due to an upsurge in cases of Covid-19, said Matignon.

The day after a surprise visit by Minister of the Interior Gerald Darmanin on security in this city, the Prime Minister, who has increased the number of trips since his appointment on July 3, will go into the field to see the application of the wearing of the mask compulsory already in force in other municipalities.

Mask compulsory in "open public places"

The prefect of the North announced this obligation on Friday in certain public areas likely to accommodate concentrations of people, after the authorization given to the prefects to extend the wearing of compulsory masks in “open public places”.

After Mayenne, where the mask must be worn in the center of four communes, Perros-Guirec, Saint-Malo, Biarritz or even Orléans, other similar decisions could be taken locally by the prefects “depending on the evolution of the epidemic in each territory, ”Health Minister Olivier Véran said on Friday.

In the Lille metropolis, which has 95 municipalities with 1.2 million inhabitants, the authorities note a "worrying" progression of the epidemic: the incidence rate has almost doubled in one week, now reaching 31 infected people per 100,000 inhabitants. In the “heart of the metropolis” this rate is even “around 40, even closer to the alert threshold”, set at 50.

The discourse of the authorities has evolved over the weeks (and scientific knowledge), from a mask "useless for anyone in the street" to end in an obligation in all enclosed public places, July 20 and therefore now in some public areas.
