Recalculation of pensions

Correction of pension payments for working pensioners is expected from August 1. The procedure is carried out annually; you do not need to apply to the FIU for this. In one year, pensions can increase by no more than three pension points. This year the pension point will be 93 rubles, therefore, the maximum increase will be 279 rubles.

In addition, the amount of funded pensions will be automatically recalculated for Russians: they will be increased by 9.13%. The corresponding payments will grow for 80 thousand Russians.

An increase in pensions is also expected for participants in the savings co-financing program, to whom the generated funds are paid not by a funded pension, but by an urgent pension payment - i.e. for a period determined by the citizen himself, but not less than 10 years. This pension is received by 32 thousand people, from August it will increase by 7.99%.

Far Eastern hectare

From August 1, citizens of Russia will be able to send their applications for obtaining land plots in Buryatia and Transbaikalia under the Far Eastern Hectare program.

Participants of the state program for assisting the voluntary resettlement to the Russian Federation of compatriots living abroad and members of their families who jointly move to permanent residence in the Russian Federation also have the right to receive land.

Deadline for filing income tax returns

On August 1, the deadline for submitting information on income, expenses, property and property obligations for 2019 expires. Deputies and officials of all levels are required to submit these declarations: federal, regional and municipal, as well as a number of other categories of citizens, including the heads of state corporations.

Due to the coronavirus pandemic, the deadline for filing declarations has been extended this year. In case of violation of the requirements for filling out this document or late submission, an administrative penalty is provided, up to and including dismissal with the wording "due to loss of confidence."

Resumption of international flights

Russia from August 1 resumes international flights, suspended due to the coronavirus pandemic.

According to Prime Minister Mikhail Mishustin, flights will be operated from the airports of Moscow, St. Petersburg and Rostov-on-Don. Deputy Prime Minister Tatyana Golikova specified that at the first stage flights to three countries will be available.

“From August 1, 2020, the Russian Federation on a reciprocal basis resumes air communication with the UK. I want to say right away that this is the capital of Great Britain - London, and remind you that Great Britain did not close its borders, but for all those who arrive in Great Britain, according to the country's requirements, a 14-day quarantine is required, ”she said.

Flights to Turkey will also become possible, with flights to Ankara and Istanbul starting from August 1, and to the resort cities of Antalya, Bodrum and Dalaman from August 10. The third country will be Tanzania, or rather the Zanzibar archipelago.

Increase in gas prices

From August 1, the price of natural gas for the population will increase by 3%. The corresponding order of the FAS Russia was registered on July 16 at the Ministry of Justice and published on the official Internet portal of legal information. The increase in gas prices was supposed to occur from July 1, but due to the coronavirus pandemic, the dates have been shifted by a month.

New rates of customs duties

In addition, from August 1, the rate of customs duties for customs operations will be increased. They range from 775 rubles. up to 30 thousand rubles. and depend on the customs value of the goods.

In cases where the cost is not determined and not declared, the rate will depend on the number of goods (its range is from 6 thousand to 20 thousand rubles). For customs operations with goods imported into the country by individuals for personal use, the fee will be 500 rubles.

An exception is provided for goods that are imported without paying customs duties, taxes, or with exemption from their payment.

Reducing the list of requirements in the field of construction

From August 1, the number of mandatory requirements for the safety of buildings and structures will be reduced by 30%. 

The new document will not apply to projects launched before its entry into force. The government clarified that this will save developers and designers from the need to undergo a second state examination.

“Now more than 10 thousand mandatory requirements are imposed on structures at the design and construction stage. After the entry into force of the new rules, their number will decrease by almost 3 thousand, ”the Cabinet of Ministers said on its website.

Prohibition of anonymous replenishment of electronic wallets

Individuals from August 3 will no longer be able to top up e-wallets in cash without prior identification. Without the identification procedure, it will be possible to deposit funds only using a bank account.

The innovation is due to the entry into force of the corresponding amendment to the federal law "On the national payment system". The State Duma recalled that it is aimed at combating money laundering and financing of terrorism.

Additional period for passing the exam

For graduates who missed the main period for taking the exam due to illness or other valid and documented reason, an additional period for passing the exam will take place from August 3 to August 8. 

Exams in geography, literature, computer science and ICT, foreign languages ​​(oral part), biology and history will take place on August 3.

On August 5, the Unified State Exam in Russian will take place, on August 7 - in social studies, chemistry, physics, foreign languages ​​(written part), mathematics.

August 8 is a reserve day for the delivery of all items.

New numbers on cars

From August 4, GOST R 50577-2018 comes into force, which provides for new standard sizes of state registration plates of vehicles.

On motorcycles, it will be possible to use numbers whose size is 190x145 mm instead of the current 245x185 mm. Also, reduced-size numbers will be allowed on cars with a non-standard number attachment point.

Work for international students

Foreign students studying full-time will be able to work in their free time from August 5 without obtaining a special permit.

Moreover, if a student stops studying, the employment contract concluded with him must be terminated.

“The law will make it possible to reach the solution of the task set by the President - to increase at least twice the number of foreign citizens studying in our universities and vocational schools. Many students would like to acquire practical skills in their chosen profession, to receive additional income, so they are ready to work in their free time from classes, ”explained the Chairman of the State Duma Viacheslav Volodin.

He added that the initiative will increase educational opportunities in Russia.

Innovation for citizens who fell under the layoff

Employees of companies who have worked there for more than a month and were fired due to liquidation of the organization or layoffs, now have the right to receive not only severance pay in the amount of average monthly earnings. If the employee was unable to find a job within a month, then the employer is obliged to pay him the average monthly earnings for the second month from the date of dismissal or part of it in proportion to the period of employment that falls on that month

The corresponding norm will come into force on 13 August. Payments must be made prior to liquidation of the organization.

Also, in the application submitted for state registration of the liquidation of the organization, it must be confirmed that all payments provided for by labor legislation for the dismissed employees have been made.

New tariffs for OSAGO

On August 24, a law will come into effect, which will allow insurance companies to determine their own approach to the application of base rates of "car insurance" tariffs within their maximum and minimum values.

In particular, insurers will have the opportunity to take into account the quality of driving and observance of traffic rules by drivers when determining the tariff in OSAGO.

The tariff corridor will be expanded by 10% in both directions. The changes will allow setting a lower tariff for accurate drivers and a higher tariff for traffic offenders.
