Russian President Vladimir Putin approved a list of instructions following a meeting with members of the working group preparing proposals for amendments to the Constitution of the Russian Federation. The meeting took place on July 3, 2020.

Thus, the head of state instructed the government of the country to consider, by October 1, the issue of handing the publication of the Constitution of the Russian Federation together with a passport to persons who have reached the age of 14, as well as those who have acquired Russian citizenship.

In addition, before the same date, the Cabinet and the Presidential Administration were instructed to submit proposals for organizing and holding regular events for schoolchildren and students aimed at preserving historical memory and studying the Constitution. 

Also, by October 1, the government must also prepare proposals to optimize the acquisition of Russian citizenship.

“Analyze the existing procedures for the submission of applications for admission to the citizenship of the Russian Federation by foreign citizens and the cost of services of organizations authorized to provide assistance in the preparation and submission of such applications, prepare proposals to optimize these procedures and eliminate the unreasonable costs of applicants, work out, together with the administration of the President of the Russian Federation, these proposals in within the framework of the working group on the implementation of the Concept of the State Migration Policy of the Russian Federation for 2019 - 2025 and submit them in accordance with the established procedure, ”the message says.

By November 1, the government must submit proposals regarding the allocation of financial assistance to regional budgets, which will be used to co-finance subsidies for housing and communal services. These initiatives should be aimed at “leveling the conditions for obtaining the specified social support on the territory of the Russian Federation”.

During the meeting on July 3, the topic of conditions that families in different regions must fulfill in order to count on subsidies were discussed. In particular, it was noted that Moscow residents can count on help in paying for housing and communal services if this item of expenditure exceeds 10% of the family budget, while in a number of other, less well-to-do constituent entities of the Russian Federation, this figure sometimes reaches 22%. 

Vladimir Putin called this problem "extremely important and very sensitive for people." According to him, the authorities will have to make a general decision at the legislative level in order to change the "cutoff for the family's security when it can qualify for a subsidy."

“It is certainly necessary to move in this direction. The most important thing, of course, is to raise the level of income of Russian families, then there will be no need to subsidize anything. So far, we have not achieved the ideal variant here, on the contrary, our level of people's income is decreasing, "Putin said.

Bank deposits

By October, Prime Minister Mikhail Mishustin and the head of the Central Bank Elvira Nabiullina will have to submit a report on additional support measures for citizens who have lost their deposits in banks.

"The Government of the Russian Federation, together with the Central Bank of the Russian Federation, to consider the issue of additional measures to support citizens who have lost their deposits in banks," the message says.

During the meeting, State Duma Deputy Valery Gartung suggested working out legal instruments that would help investors who have lost their savings. It was about 192 thousand citizens, in particular, those who lost their funds in the bank "Yugra".

Amendments to the Constitution

The head of state also instructed the government, together with the working group, by December 15 to consider applications for changes to the country's basic law, which were not taken into account when preparing the amendments.

"The government, together with the working group on the preparation of proposals on amendments to the Constitution of the Russian Federation, received by the working group applications for amending the Constitution, which were not taken into account in the preparation of amendments, and, if necessary, submit proposals on amending the legislation," the message says. ...

Recall that from June 25 to July 1, a nationwide vote was held on amendments to the Constitution of the Russian Federation, changes to the basic law of the country were supported by 77.92% of the participants.

The Russians were asked to answer one question: "Do you approve of changes to the Constitution of the Russian Federation?"

On July 3, Vladimir Putin signed a decree on the official publication of the Constitution of the Russian Federation with the amendments made to it, which entered into force the next day.
