The people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government, all ministries and commissions of the State Council, and all directly affiliated institutions:

  Self-employed, part-time and new forms of employment, and other flexible and diverse forms of employment, are important ways for workers to increase their employment income, and play an important role in broadening new employment channels and fostering new development momentum. In order to comprehensively strengthen the employment stabilization measures and implement the task of ensuring the employment of residents, with the approval of the State Council, the following opinions are hereby provided for supporting flexible employment through multiple channels.

  1. General requirements

  2. Broaden flexible employment development channels

  (1) Encourage the development of individual businesses. Continue to deepen the reform of the commercial system and provide convenient and efficient consulting and registration services. Guide laborers to be market-oriented and independently choose their business scope in accordance with the law. Encourage workers to establish small-scale economic entities with low investment, quick results, easy transformation, and low risk. Support the development of various specialty shops, improve infrastructure, and increase the supply of commercial resources. For key groups such as laid-off and unemployed persons, college graduates, migrant workers, and those with difficulties in finding employment, who are engaged in self-employment, policy support such as guaranteed loans for entrepreneurship, tax incentives, and entrepreneurship subsidies will be given in accordance with regulations. Enhance the employability of community service industries such as elderly care, nursery school, psychological counseling and social work. Strengthen policy support for part-time workers, and provide social insurance subsidies for those who have difficulties in finding employment and college graduates who have not been employed within two years of leaving school for part-time jobs. Reasonably set rules for the supervision of the Internet platform economy and other new business models and models, and encourage Internet platform companies and intermediary service agencies to reduce service fees, franchise management fees, etc., to create more flexible jobs and attract more laborers. Where conditions permit, the unused space of community comprehensive service facilities and non-essential office space can be transformed into free operating space, and priority will be given to laid-off and unemployed people, college graduates, migrant workers, and people with employment difficulties.   4. Increase support for flexible employment security

Guide enterprises to regulate the adjustment of surplus labor shortage, and help enterprises with "shared labor" needs to accurately and efficiently match human resources. Cities where conditions permit can choose locations with convenient transportation and concentrated job applications to set up labor markets or gig markets, organize labor matchmaking negotiations, and strengthen epidemic prevention and control, order maintenance, and safety management. Encourage all kinds of human resources service agencies to provide standardized and orderly job search, skills training, human resources outsourcing and other professional services for flexible employees, and provide employment and entrepreneurship service subsidies in accordance with regulations.   (10) Safeguard labor security rights and interests. Research and formulate platform employment and labor security policies, clarify the responsibilities of Internet platform companies in the protection of labor rights, guide Internet platform companies, affiliated companies and laborers to negotiate labor compensation, rest and vacation, occupational safety and other matters, and guide industries (industry, Local) labor unions negotiate with industry associations or industry enterprise representatives to formulate industry norms such as industry labor quota standards, working hours standards, rewards and punishments.   (13) Strengthen motivation and supervision. Incorporate work related to supporting multi-channel flexible employment into the creation and evaluation of civilized cities.
