A document that will provide the municipality with the necessary legislative framework to develop its growth after decades weighed down by the excesses of the gilismo and its heirs.

The new text, which has had the support of all the political groups with representation - PP, PSOE, OSP and Citizens - comes to end an interim situation that began in 2015, when the Supreme Court (TS) overthrew the planning that the City Council and the Andalusian Government approved five years before. This judicial resolution forced the then socialist government team to recover the ordinance of 1986, the last legal that the municipality has had after a sentence annulled the plenary session in which Jesús Gil approved his in 1998.

"The advance is not the plan, but it allows to define and define the main lines," said the Councilor for Land Planning, María Francisca Caracuel, who added that it will be a solution to the complex problem of the approximately 30,000 illegal homes that were built on a green area, public land or did not comply with the most basic urban regulations.

A brutal figure that highlights the wild construction sponsored in the times of the Independent Liberal Group (GIL) and that caught thousands of bona fide buyers who saw the courts threaten demolitions as they revoked one after another the building licenses .

Muñoz has stated that he hopes that the new regulations of the Board "facilitate the processing and incorporation into the future planning of many homes in an irregular situation," to which his mayor of Land Management has specified that "all the buildings that the city ​​model admit, provided they are consistent. "

The PGOU that "plans the urban future of the city for the coming years" is committed to a model based on environmental criteria, a more flexible use of land, the protection of heritage or the relaunch of the Municipal Housing Plan, among other objectives. "It must prioritize the development of land that provides for productive uses and avoid new saturation phenomena," said Caracuel, who highlights the need to move towards efficiency and energy savings.

City model

"The choice of a city model is a political decision that must be approached from responsibility and commitment to the will of the citizens," said the councilor, who advocates "going to an exemplary municipality" in terms of equipment, endowments and free areas and correct "urban imbalances".

The councilor considers key to promote the housing stock, for sale and for rent, both public and private; recover the attractiveness of residing in the historic centers and the drive for an improved infrastructure network . As well as sustainable mobility.

The advancement proposes a "Marbella Garden City", with a system of public free spaces that covers the territory, to which are added the approaches of a "polycentric" city -with four nuclei: Marbella, San Pedro Alcántara, Nueva Andalucía and Elviria -Las Chapas- and which advocates diversifying the tourist and cultural offer. A city of sport - recently the project of the future soccer stadium was presented - and of education and knowledge, in which public and private educational institutions are established and which is attractive to the communication and innovation industries.

Among some of the projects that are planned for the coming years are a multipurpose venue in San Pedro Alcántara, where a bus station is also planned; the expansion of the ports of La Bajadilla and José Banús; a bus-taxi lane in urban sections; the semi-pedestrianization of Ricardo Soriano avenue or the forecasts of a future railway corridor.

Ángeles Muñoz stressed that the document "bets on the quality of life and equipment, the great forgotten", and thanked the "generosity" of all political parties: "The best legacy that this corporation can leave the city is carry out a General Urban Planning Plan that determines the future of the coming years ".
