The meeting pointed out that stabilizing foreign trade and foreign investment is an important link in implementing the "six stability" work arrangements of the Party Central Committee and the State Council. To focus on stabilizing the main body of foreign trade and stabilizing the supply chain of the industrial chain, one is to support foreign trade companies to enhance their ability to resist risks. In response to prominent problems such as the reduction of corporate orders, effective measures have been introduced to support market expansion and increase orders. Use export credit insurance to actively protect the risk of order cancellation before shipment. Promote "Credit Insurance + Guarantee" to provide credit enhancement support for foreign trade enterprises' financing. The second is to encourage the central, western and northeastern regions to take advantage of their advantages and undertake labor-intensive foreign trade industries. Support the development of new business formats such as cross-border e-commerce, overseas warehouses, and foreign trade comprehensive service enterprises, expand the pilot market procurement trade method, and promote the export of small, medium and micro enterprises. The third is to improve the policy environment for attracting foreign investment. We will treat key foreign investment projects equally and increase land use and other guarantees. Improve the convenience of foreign-funded high-tech enterprises identification. The special quota for re-lending and rediscounting, the export-import bank's new loan scale, etc. support foreign-funded enterprises. The fourth is to give play to the role of service trade in stabilizing foreign trade and foreign investment. Combining the regional development strategy, expand the pilot service trade innovation development to 21 provinces and parts of the country, and explore reforms to expand the open field and improve the level of convenience, including the development of cross-border commercial medical insurance, promotion of Sino-foreign cooperation in running schools, and expansion of technology import and export operations The scope of qualifications of the applicants, the strengthening of international cooperation in tourism and sports under normalized prevention and control, etc., to promote a higher level of opening up.
The meeting pointed out that further support for employment and entrepreneurship of migrant workers is an important part of promoting stable employment and increasing farmers’ income. First, we must consolidate local responsibilities, broaden employment channels, and stabilize the employment of migrant workers in cities and towns. Vigorously develop life service industries and labor-intensive industries, and provide greater policy incentives for absorbing more migrant workers. The flexible employment support policy treats urban residents and migrant workers equally. Second, we must support migrant workers to find employment locally. Combining with the promotion of new urbanization with county towns as carriers, rural water conservancy and other infrastructure construction, post-disaster recovery and reconstruction, etc., create more employment opportunities for migrant workers. Increase investment in work-for-work, increase the proportion of funds for labor compensation from 10% to more than 15%, and attract more migrant workers. Increasing urban construction land must take the employment of migrant workers as an important condition. Third, we must use entrepreneurship to drive employment. For migrant workers who start a business for the first time and have been operating normally for more than 6 months, they can first apply for half of the one-time start-up subsidy. Fourth, we must increase assistance and give priority to ensuring stable employment of poor laborers. For eligible migrant workers and other uninsured unemployed persons who are not included in the scope of the subsistence allowance, a one-time temporary relief fund shall be issued by the place of employment or permanent residence.
The meeting pointed out that coordinating the promotion of epidemic prevention and control and economic and social development, and improving the detection capabilities of the new crown virus are key means. It is necessary to mobilize all parties to accelerate the development and launch of products with short detection time, high sensitivity and easy operation, intensify the training of detection personnel, rationally deploy and increase mobile detection capabilities, and ensure that the national three Level-level general hospitals, infectious disease hospitals, disease control institutions at all levels, and 1 county-level hospital in the county have nucleic acid testing capabilities. All relevant parties shall promptly strengthen relevant guarantees such as funds.
