● A story I've never experienced:

After the minimal'class of isolation' Corona19, the word'self-price' has become an unfamiliar'daily language'. In addition, there is a strong awareness that it is a'obligation and responsibility' to be observed for the safety of both ourselves and the community. Now, it is argued that we should study'self-price theory' on the premise that we can encounter anyone, and prepare a suitable system and protection system. In addition to the problems of psychological and mental health, I also want to say that the social safety net must be changed to the physical environment of space. After reporting from Beijing correspondent Chung Seong-yeop, who returned to Korea on the 3rd, we are going to talk about the new'pandemic era, new social safety net' through 14-day'self-price' experience.

● Returning in 3 years… Immediately after

3 years of 336-hour containment , I returned home and waited the most. July 17, 12:00 noon. The noon on the 17th, when we waited for a long time, is the end of self-containment. After returning home on the 3rd, I have been in quarantine for exactly 14 days.


The procedure for self-isolation begins at Incheon Airport. You should get off the plane and go to the screening clinic closest to your quarantine location. I took a private taxi to the public health center in the address. As soon as I arrive at the public health center, I complete a brief form and receive a corona19 diagnostic test. When the cotton swab at the level of a long needle deep into the throat and nose entered, tears began to burst. After sample collection was over, I moved to the containment site (home) by the taxi I was riding.

The next day, I received a negative judgment from the Corona 19 prosecutor's office, but there is no change in my life. This is because, given the period of incubation of coronavirus, symptoms of infection may appear even after a diagnostic test. You should check your fever twice a day and report any signs of abnormality. Stand at the airport through a self-isolation application (app) installed on your phone.

The quarantier misses the time to report. The self-containment app sends an alert text "It is time to check the fever" in the morning and evening. However, it was inevitable that the feeling of'shackle' was stronger than'kindness'. The self-isolation app also checks the location of the quarantine. It is for this reason that designated officials can immediately identify if the quarantine leaves the containment area.

From the standpoint of the insulator, we can't move even a step outside the house, but it is the level of our people's demand to manage the insulator more thoroughly. Some say that it is necessary to wear a'wristband' to the quarantine. When a research team at a university asked about the socio-economic effect of cost on the'wrist band', it was close to 3 out of 5 (57.9%) that "the cost is great". Only 15.4% of respondents said that "the cost to pay is higher than expected." Over 90% of respondents said that they needed more management than traditional self-isolation apps.


● Container Confession, did I break out?

On the sixth day of self-isolation, a call was made from a designated official. It means that my location continues to be out of containment. I was confused and asked, "Where do you appear to be?" and the answer, "Incheon Airport," was absurd. Fortunately, it was proved innocent only when my wife, who was confirmed to be in good condition (?) in the containment area, received my call.

Designated officials say this happens often and it's not trivial. As per the corresponding manual, the insulator was asked to delete the current app and reinstall it. I did as I asked, and fortunately my position also returned to normal. In China, which is launching its own communication satellites in succession, GPS positioning accuracy is known to be detectable up to 2.5m. He says that even if a person moves from inside the house to the bathroom, it can detect movement.

However, it is true that we cannot expect that level of precision. To make matters worse, the app is also vulnerable to hacking. In cases where self-isolation is common with Corona19, such as precision and security issues, these technological advances are considered indispensable.


● Isolators and managers have'n't experienced it': In the pandemic era,'Isolation and Management System' is a condition of new survival.

Officials who manage insulators have been designated after undergoing diagnostic tests at public health centers. Personally, whether the date of the prosecution was on Friday or not, officials were appointed Monday over the weekend. The quarantine supervisor was not an expert in quarantine. This is a way of supervising the quarantine while doing your original work. The method of arranging public officials in charge of quarantine in each borough is bound to vary depending on the circumstances, but it is generally shared by public officials of the ward office below the level 6 officer. Prior to being put into supervisory work, pre-training is required, but the expertise is inevitably reduced.

As I am not an expert in quarantine, my ability to cope with emergencies during containment is unknown. From the standpoint of the quarantine, there is a question in the'world that has never been experienced', but it seems that it was not easy for designated officials to respond. There have been situations where neither inmates nor officials know what to do. In a society where segregation becomes a daily routine, it is believed that sufficient quarantine personnel with expertise to handle this need to be secured.

● Delete self-containment app = release the quarantine: After two weeks of going out, what did you really want to buy?

How is self-quarantine for two weeks that is never short for people who have suffered it lifted? Containment releases are strict, and unlike the beginnings (?), the finish is quite fresh. The day before the quarantine release, I personally contacted a designated official and heard the explanation, "If there are no symptoms, you can delete the quarantine app." It was said that if you leave the house without erasing the app, you will be warned by leaving the quarantine. At 12:00 noon, the app delete button was pressed relentlessly. After two weeks of going out, where did you first go after the so-called containment? I was a convenience store. Because the garbage bag was desperate.


● Garbage accumulated in the house…

Looking back on the importance of'isolated space', I made a big mistake (?) on the first day of containment. On the first evening of arrival, our family's choice was chicken. After confirming that the delivery man had left, he placed the chicken placed in front of the door into the house. Literally, it disappeared as if the eyes were closed. However, the chicken bones piled up so much that I stayed with my family for two weeks.

After that, what to eat was based on how much garbage was produced. Still, the food waste that was discharged every day wasn't allowed at room temperature, so I headed to the freezer. General waste was disinfected and stored in an orange plastic bag provided by the public health center. The amount of recycled and domestic waste, such as bottled water, was infinite. The orange plastic bag was difficult to handle.

As I was worried about 14 days of quarantine and accumulation of garbage along with garbage that can't be taken out, I was forced to think about the importance of the quarantine space. What is the size of the containment space that should be at least assured to the containment? What should you do if you can't even secure the minimum containment space?

● The'People's Era' in the Pandemic Era... What social safety nets are needed?

The issue of securing the'minimum space' has already been an issue with regard to correctional facilities. In December 2016, the Constitutional Court ruled in the'confirmation of unconstitutionality of confiscation in prisons'. I saw the decision and made a consensus. Although there is no statute that stipulates a minimum per capita per capita area, it has been ordered that at least 2.58㎡ (0.78 pyeong) of constitution should be secured. Although it is not possible to directly compare the minimum space of self-containment with that of a correctional facility, there is a need to examine at least the self-isolation of the pandemic era from the perspective of'minimum space right'.


Quarantine is not the only point to worry about. There is also a good reason to need social coordination, as careful isolation is essential for proper prevention. The perceived impact of quarantine life may vary from person to person, especially when considering quarantine, the consideration of socially vulnerable people and social safety nets was compelling. Recently, cases of making extreme choices due to mental health problems such as panic disorder and loneliness during self-isolation have been reported one after another. Self-isolation in the pandemic era must be more scientific and efficient than ever, and you can feel the justification for being human rights and social security.
