The Central Election Commission (CEC) at its meeting on July 29 handed over the vacant mandate of the State Duma deputy to the representative of the Liberal Democratic Party Dmitry Pyanykh. A place for the 27-year-old deputy of the Saratov Regional Duma was vacated after Mikhail Degtyarev was appointed Acting Governor of the Khabarovsk Territory from the post of head of the Duma Committee for Physical Culture, Sports, Tourism and Youth Affairs.

"To transfer the vacant mandate of the deputy of the State Duma of the Federal Assembly of the Russian Federation of the seventh convocation to a registered candidate from the federal list of candidates nominated by the political party of the Liberal Democratic Party, Drunken Dmitry Sergeevich," the resolution of the Central Election Commission of the Russian Federation says.

After the presentation of the certificate by the head of the CEC, Ella Pamfilova, Pianykh thanked everyone for their support and expressed hope that he could meet the expectations of voters. The issue of distributing Dmitry Pianykh to any Duma committee has not yet been discussed, this issue will be resolved during the autumn session of parliament. In Saratov, being one of two members of the LDPR in the local parliament, Pyanykh served as head of the committee on sports, tourism and youth affairs.

Despite a very young age for a politician, Pyanykh did not become the youngest deputy of the State Duma. Since 2016, another representative of the Liberal Democratic Party Vasily Vlasov has been working in the country's parliament, who received a mandate at the age of 21.

In an interview with RT, Dmitry Pianykh shared his emotions from the appointment and talked about himself and future plans for working in a new place.

- Dmitry Sergeevich, congratulations on your appointment. How was the news received?

- Calm down. I was not surprised. Our party has always supported young cadres throughout the country, so I took this news adequately, with a full sense of responsibility for the work ahead.

- Did Mikhail Degtyarev somehow react to the fact that you took his place in parliament?

- Personally, he did not call me, and in open sources I have not yet seen the reaction either. But we know him.

- What did your friends and acquaintances say?

- We are ready to help me in every possible way. In general, everyone reacted adequately.

- What tasks do you set yourself in your work in a new place?

- The main task is legislative activity, work with voters at the local level. I have a large constituency, there are a lot of problems here. Therefore, based on work with voters, an appropriate agenda will be formed. Everything will depend on requests, complaints, wishes of people. For myself, I do not see any priority direction yet. Where I will be most useful to the faction, there I will work.

- Tell us a little about yourself.

I come from the Saratov region, I was born in the village of Bolshie Ozerki, Baltai region. My biography is rather short due to my age. At the beginning of August I will be 28 years old. He graduated from high school in Saratov, then - a technical school of railway transport. I have two higher educations: technical (Saratov State Technical University) and managerial (Povolzhsky Institute of Management - a branch of RANEPA). Now I am writing my Ph.D. thesis in economics, so, in principle, I can be useful in any field.

He served his military service. I have been a member of the Liberal Democratic Party since 2014, since 2015 I have been the coordinator of the Saratov regional branch of the party. There is a family, two children. The wife is currently on maternity leave.

In my free time I go in for sports, mainly game types: football, hockey, volleyball. I have to work in Moscow for at least a year, so I plan to move there with my family.

Urgent replacement

Recall that Mikhail Degtyarev temporarily headed the Khabarovsk Territory on July 20 by decree of Russian President Vladimir Putin. On the same day, the president "in connection with the loss of confidence" dismissed the previously arrested and taken to Moscow governor of the region, representative of the Liberal Democratic Party of Russia Sergei Furgal.

Now the former head of the Khabarovsk Territory, the Investigative Committee accuses of organizing serious crimes, including the organization of contract killings. The next day, July 21, Mikhail Degtyarev officially resigned his parliamentary powers ahead of schedule.

P'yanykh himself ended up in the Saratov Regional Duma as the coordinator of the regional branch of the Liberal Democratic Party. In the regional list of the party in the parliamentary elections, he came second after Vladimir Zhirinovsky, who then refused the mandate.
