The Prime Minister Giuseppe Conte says this in the Senate, to talk about the need linked to the "power of ordinance to carry out interveners" that "could not be implemented with similar expeditiousness". 

"The extension is a faculty expressed by law - says Prime Minister Conte - to counter the pandemic that has not resolved. There is an unpredictable evolution, the pandemic has not exhausted its effects. If we decided otherwise, the ordinances would cease to have effect ", said the Prime Minister recalling that 38 ordinances have been adopted. Conte reports that from 2014 to date 154 emergency declarations have been adopted "and 84 have been the resolutions. It would be incongruous to suspend the effectiveness of the measures taken".

"Without the state of emergency, the extraordinary powers of the many implementing actors would lapse", which for the most part are the presidents of the Region. "The extension of the state of emergency is a forced choice," notes the premier who says he is "reassured" by the fact that the numbers registered are less than months ago "even if the virus continues to circulate. The scientific and technical committee notes that the situation in the world there remains concern ", hence" the need for a necessary supervisory attitude ". 

"Even this parliamentary debate should stick to purely technical reasons and profiles. An improper dramatization, yes, this could damage the image of Italy". 

"The choice to extend the state of emergency cannot be considered detrimental to our image abroad, which is not safe for tourists. There is no such risk, on the contrary: the opposite is true. We guarantee a safer country for everyone" , said the premier Count in the Senate. And he adds: "This parliamentary debate should stick to the legal technical profiles of the decision. An improper dramatization of the meaning of the state of emergency" is "likely to create a potential damage to the
country's image abroad".

Fast pace
The communications of Prime Minister Giuseppe Conte in Parliament will end tomorrow morning in the House at 9.30. Fibrillations are not expected from the vote in plenary: the line of the extension to 31 October of the state of emergency resolution, which expires on 31 July, should hold up. Without it, it would be difficult to guarantee continuity in the activity, for example, of Commissioner Domenico Arcuri. The Dems ask to accompany the act with a decree that sets the perimeter in which the government will move. And Iv keeps the discussion on the times open: why not set the deadline at the end of September, after the opening of the ballot boxes and the election weekend? Conte is preparing for a long "marathon": a crucial week in dealing with the majority, to arrive at a more peaceful Augustan sailing.

Crucial week for the government
The knots of the state of emergency, the vote by an absolute majority of the budget variance, the authorization to proceed in the Senate for the Salvini trial on the Open Arms are being brought to light. All intertwined with a very hard arm wrestling between the groups on the renewal of the committee chairs, which could even slip in September. It is therefore in very troubled waters that the Prime Minister prepares to officially start work on the Relaunch Plan, that is, the timetable for the use of the funds of the Recovery fund. It does so with an act of relaxation: at the CIAE table, the Interministerial Committee for European Affairs, which will act as the government's control room, invites all ministers and also local authorities, with representatives of Anci, Upi, Regions and Uncem.

Twenty-seven participants, with that "coordination with local authorities" promised by Minister Boccia. Some in person, others by videoconference, to ensure the necessary distancing in the green room. The message seems to be: direction at Palazzo Chigi, but all involved in designing the spending plan of the 209 billion of the Recovery, of which 82 billion of subsidies. More remains uncertain however the involvement of Parliament mode. Matteo Renzi defines the idea of ​​establishing a bicameral commission as "madness": let the Chambers work, also in August, in conjunction with the government. But part of the Democratic Party insists on the establishment not of a bicameral, but of two special commissions, in the House and in the Senate. The hypothesis, says a Dem source from Palazzo Madama, is that in the House the presidency goes to Fi, in the key of involvement of the opposition, and to the Senate to the Democratic Party. But the M5s would be slowing down, both for the doubts about the establishment of ad hoc bodies, and because - as Barbara Lezzi already says via social media - it would be difficult to digest a presidency in Fi: "There is talk of Renato Brunetta but it would sanction Fi in the majority ", the ex-minister thunders.   

The vote on the budget variance
Conte to the Chambers will return to ensure maximum involvement, also on the occasion of the vote on the budget deviation, scheduled for Wednesday: a non-trivial passage, given the numbers always on the wire (but the majority abacus would today score 164 yes, three above the quorum of 160). But first there is the passage on the state of emergency. Stefano Ceccanti, leader of the Democratic Party in the Constitutional Affairs Committee, called by the government five "stakes", to delimit the powers that the Prime Minister, with his dpcm, would have as a result of the extension. The Dems argue that the resolution for the extension in the CDM (the transition should be two-stroke, with an information on Tuesday and Wednesday or Thursday for approval) must in any case be accompanied by a decree, which defines the perimeter of the intervention. Instead, there are those who argue that the dl is not necessary and some ad hoc rules may flow into other measures.

The opposition, however, remains radically opposed to the extension because, they argue with very different nuances Fi, Fdi and Lega, useful only to expand the powers of the premier. On the budget variance Fi could instead vote with the majority on Wednesday. But the attempt is to avoid it, to maintain self-sufficiency. At least until - perhaps in September - the MES node, which could put a strain on the resistance of the majority, will reach the Chamber.
