The diplomat noted that we are talking about the restoration of the Ukrainian constitutional order in Donbass, while it is completely unclear which one is current or projected taking into account decentralization, and the resumption of control by Ukraine of the border with Russia.

Zakharova pointed out that the Minsk agreements provide for a different sequence of steps: first, amendments to the constitution and other laws with an emphasis on decentralization must be adopted, elections must be held, then the process of restoring Kiev's control over the border must begin. 

She stressed that the agreements prescribe the need to coordinate election issues in the Donbass in direct dialogue with Donetsk and Lugansk. 

“It is still not clear what the latest resolutions of the Verkhovna Rada on local elections and the press release of the office of the President of this country mean. Can they be interpreted as the actual withdrawal of Ukraine from the Minsk agreements? We need clarifications, ”she said, calling on the partners in the Normandy format to encourage the Kiev authorities to fulfill their obligations.

Earlier, Russian leader Vladimir Putin and German Chancellor Angela Merkel discussed the situation in southeastern Ukraine.
