The Plenary of Congress has rejected the opinion on social measures for reconstruction by three votes and has approved by the minimum -one vote- that of proposals aimed at economic revival. The other two blocks of proposals -health and European policy- have been approved by a large majority thanks to the main sum of PP and PSOE.

Finally, Vox's participation in the voting has been decisive in knocking down the package of social measures and care system that has collected 172 yes against 175 no and 11 abstentions. PP, Vox, Ciudadanos, PNV, JxCAT, BNG, Bildu, CUP, Canary Coalition, Foro Asturias and UPN have filed against its approval.

The block of proposals for economic reactivation, the most verbose of the four opinions for reconstruction, has gone ahead with extreme difficulty since its approval has finally been possible by a single vote of difference. The result of the vote in this case has been 169 yes versus 168 no and 11 abstentions. This package has obtained the rejection of PP, Vox, ERC, PNV, BNG, CUP, UPN and Foro Asturias and the abstention of JxCat and Canary Coalition.

The opinion of social measures aroused deep reluctance from the outset for the decision of PSOE and United We can to veto the receipt of aid from the Covid Fund for concerted education and special education. This measure put PP, Ciudadanos and JxCAT on a war footing. For all of them, the defense of the freedom of parents to choose the education they want for their children is a red line that they are not willing to cross and they understood that with the proposal of the two parties that make up the Government, school was seriously discriminated against concerted that brings together 25% of the student body.

The last attempt of the PSOE to qualify this veto was useless by changing the wording of the section in which the exclusive reservation of aid for public education was established by a formula that had an impact on allocating them to centers dedicated to students with the highest degree of vulnerability. The confusing and imprecise new wording did not convince any of the dissenting groups.

Finally, the entire block of social measures, including a section referring to the labor market, has been rejected by Congress.

In the economic field, the tightness of the vote - it has been approved by a single difference vote - demonstrates the profound ideological differences that exist in this area between parliamentary groups, as well as the suspicion of the pro-independence and nationalist forces before the recentralizing trend that they appreciate in the Government. These measures have been carried out thanks to the support given by Ciudadanos to the base document prepared by PSOE and Unidas Podemos, in which they have managed to introduce some amendments. The orange formation, faithful to the pactista path that it has embarked on since the outbreak of the pandemic, has supported, together with the Government, all opinions except the one dedicated to social policy.

The PP has finally only given its support to the opinions of health and European policy. The first of these has been negotiated until the last minute and has won the support of the popular ones after a handful of its amendments that contemplate the creation of a State Center for Public Health and Healthcare Quality to promote coordination between the Autonomous Communities were accepted. , the reinforcement of the Chronicity Strategy and the preparation of contingency plans for health and socio-sanitary establishments, the creation of a network of microbiology laboratories and the design of a National Vaccine Strategy.
