According to the website of the Chinese Embassy in the United States, the Ministry of Foreign Affairs of China, in conjunction with the Ministry of Education, the Civil Aviation Administration, and various local governments, opened a special program for international students from April 11 to June 5. There were a total of 32 temporary flights, and a total of about 7,000 students in the United States were picked up.

　　Considering that there are still some Chinese students studying in the U.S. who have real difficulties and urgently need to return to China, after repeated consultations with the U.S., and according to the deployment of the Chinese Ministry of Foreign Affairs, the embassies and consulates in the U.S. will continue to send temporary flights to pick up some students who are in difficulties in the U.S. Back home. Now we will conduct a further investigation on the intention to take a new round of temporary flights (persons who have been registered in the previous two rounds and have not made the trip need to register again). The relevant matters are notified as follows:

　1. Arrangement principles

　　In accordance with the principles of fairness and justice, the embassy in the United States is now conducting online registration for overseas students, and will determine the return list based on the registration status, flight arrangements and other factors.

　2. Registration qualification

　　According to domestic requirements, people who meet the following conditions can register:

　　(1) Chinese overseas students who have completed their studies in the United States (holding F1, J1, and M visas) and Confucius Institute teachers and volunteers who have finished their term of office.

　　(2) Form I-20 or Form DS-2019 has expired or is about to expire.

3. Matters needing attention (please read carefully)

　　(1) The United States still imposes restrictions on entry to the United States from certain countries and regions, and may not be able to return to the United States in the short term. It is recommended to comprehensively consider various factors such as U.S. entry restrictions, carefully evaluate and decide carefully.

　　(2) Voluntarily bear various possible risks and expenses in the process of returning to the country, and consciously accept various quarantine, prevention and control arrangements during the flight and after arriving at the destination.

　　(3) Please fill in the contents of the registration form carefully, ensure that the information filled in is true and accurate, and bear all consequences such as the cancellation of qualifications and the inability to board the flight due to false information.

　　(4) Please carefully read the reminder on completing the international version of the epidemic prevention health code published by the "Important Notice" under the "Consular Services" section of the embassy website, and strictly follow the regulations.

　　(5) Passengers taking temporary flights must complete the new crown pneumonia virus nucleic acid test within 5 days (120 hours) before boarding, provide the test report to the airline when checking in, and keep it for their own backup. Only those with negative test results can board the plane. Testing can be carried out at agencies announced by each state in the United States, or log on to the website https://findahealthcenter.hrsa.gov/, enter the postal code of your current residence, and query nearby monitoring points.

　　(6) The airline will call for ticket purchases according to the list provided by the embassies and consulates in the United States, please keep the mobile phone unblocked, and if you fail to answer multiple calls or complete the ticket purchase within the specified time, you will be deemed to have given up your flight , Will not be supplemented.

　　(7) Strict quarantine and inspection will be carried out at the flight entry port. Once a passenger who has concealed his condition and contact history or has taken anti-fever drugs and other inhibitory drugs is found in the test, he will be held accountable.

　　(8) Domestic guardians of underage students studying abroad must cooperate with the relevant requirements of the relevant local government to conduct medical observation of their children in isolation.

　4. Registration procedures

　　(1) Persons who meet the above qualifications are requested to use the WeChat login link as soon as possible to fill in the registration form of intention to take a temporary flight to return to China. The deadline is 6:00 p.m. Eastern time on July 23, 2020 (6 a.m. Beijing time on July 24). No replenishment is overdue.
