The Reconstruction Commission is moving towards its end. Tomorrow the four final opinions on health, social policy, economic revival and European politics will be voted on. It will not be a broad agreement. To the basic texts elaborated by PSOE and Unidas Podemos, amendments from other formations have been added, but for most of them in insufficient number. Predictably, the PP will join the pact in two chapters - health and European - and will reject those referring to the economy and social policy. The support of the popular will give scope to the pact, which will not, however, have the support of the forces traditionally allied with the Executive.

Patxi López, president of the Reconstruction Commission, has urged, in a last attempt, to achieve a broad consensus of the parliamentary forces that allows the opinions - economy, health, social policy and European policy - to be carried out, which, with different majorities, sometimes precarious, they have been presented to the plenary session of Congress with the intention of forging a base on which to re-propel the country and face the "tremendous and devastating" consequences of the coronavirus pandemic.

López has insisted before a Chamber in which there was no sign of members of the Government , in the need to "strengthen public health to save lives, promote companies that create jobs and wealth, make Europe more Europe that never and that prosperity does not forget the most vulnerable. "

"We cannot allow Spain to fight against itself, that the future becomes an abyss without hope for many people," she said before recalling that "making a compromise and giving in is not an exercise in cowardice." "The lack of agreements," he insisted, "will make our compatriots live worse."

After their first intervention, the parliamentary groups have explained their position in this regard. The PP, which should join the pact so that it could really speak of consensus, is still reserved. The popular ones continue insisting on negotiating with the PSOE to reach an agreement in sanitary matter that has advanced in some aspects and gives hope to their favorable vote.

However, the popular ones will not give the go-ahead, except for last minute surprise, to the economic and social opinions. The party's spokeswoman in the Reconstruction commission, Ana Pastor, has made a plea in favor of the pact, insisting on the need to strengthen the national health system and the recognition of health professionals. The system must be reoriented and digitized, dedicating 2% of GDP to it, while reinforcing ordinary public health legislation, he said.

"We must make an act of acknowledgment of errors leaving aside the ideological primers," said Pastor, congratulating himself that at least a commitment to creating a Public Health Agenda with PSOE and Cs has been reached . The deputy has recognized that the PP "is close" to the agreement in health and European matters.

Very different has been the position maintained by a good part of the allied forces of the Government that on this occasion are erased from the pact. So it will be in the case of ERC, BNG, Bildu and PNV that will reject the four opinions. Only Basque nationalists will give their support to the pact on European policy.

PRC has criticized the "generality" of the measures included in the opinions that, in addition, do not include an economic record and in many cases do not have the support of the two great parliamentary forces. Despite this, PRC will vote in favor of the four opinions in the hope that from now on PP and PSOE will sit together to make possible the proposals they include.

Unión del Pueblo Navarro has regretted that beyond the Commission "nothing has been done to cope with the outbreaks" of the virus and that the opinions include a "strong ideological bias". UPN has insisted on the need for clarification if the objective of repealing the labor reform remains in place, as a fundamental premise for deciding your vote.

A different position has been that of Nueva Canarias, which praises the sense of the measures proposed radically opposed to those adopted in the 2008 crisis. NC has not coincided at all with the other formation of the islands, the Canary Coalition, which has reproached the PSOE and United We can the little attention they pay to the archipelago in their measures. CC will abstain in the opinions of Health and Economy, will vote against the social chapter and will only support the European opinion.

The CUP maintains that the opinions are "impractical" in view of the conditions that the EU imposes for the arrival of the reconstruction funds. "The opinion is a dead letter," said its spokesperson, Mireia Vehí .

The Abertzale formation , Bildu, maintains that with these opinions "nothing changes". In his opinion, everything is "agreed with the right" and is based on "a neoliberal system that devours people's rights." Bildu will vote against all the opinions that "do not advance in any of the policies that the social majority claims": tax on the wealthy or repeal of the labor reform to give just two examples. "The cuts will surely come," said his spokesman Mertxe Aizpurua, who has taken the opportunity to attack the money that goes to Defense and the Royal Household.

PNV will also not approve the reconstruction plans. It will only support the European Policy. Its spokesman, Aitor Esteban, has affirmed that the entire Reconstruction Commission was nothing but a "rabbit from the top hat" that Moncloa took out "at a time when it was tight." For Basque nationalists, the objective was to carry out a text "to save face" and which has been negotiated "with one another and by stealth" so that the government formations see "their ideological program endorsed". The PNV warns of a strong centralizing and invasive aroma of competences and has accused Pedro Sánchez of orchestrating "a great paripé".

Ciudadanos has maintained its covenant line with the Government. In his opinion, as Edmundo Bal has pointed out, the degree of consensus is "high" and it is a sign that "the new policy is possible" despite "populists, nationalists and independence activists who do not love the country". Bal has taken to heart for the agreement reached with the PSOE and PP to promote a Public Health Agency and has insisted that a compromise has been reached not to raise taxes on the middle classes. However, Cs has accused Unidas Podemos of "imposing its sectarianism" and forcing a veto against public and special education. The oranges will vote in favor of all the opinions except for the one of Social Policy.

BNG will also not vote in favor of agreements that, in its opinion, affect the same mistakes of the previous crisis. For them one of the keys to their opposition lies in the lack of commitment to repeal the labor reform and proceed to a profound tax reform. Its spokesman, Néstor Rego , has taken the opportunity to claim "full sovereignty for Galicia ".

Compromís itself will support the four documents because it believes in Pedro Sánchez's promise to present a new model of regional financing before the end of the year and trusts that the proposals that have now been rejected can be implemented throughout the legislature. Íñigo Errejón, from Más País, has been much more suspicious. In his opinion, if the Government really wanted to implement many of the measures included in the documents, it would have already reflected them in the BOE supported by the political majority of the investiture.

JxCAT for its part has announced its vote against the health pacts and has reserved itself pending "clarifications" on the agreements in the field of economy and social policy. It will, like many other forces, support the document on European policy.

ERC will also oppose reconstruction plans. The Catalan republicans believe that the measures included in them are centralizing and have been closed between PP and PSOE. They lack the unlocking of the surplus of the municipalities, the extraordinary, solidary and permanent tax on large fortunes and the express regularization of all immigrants who work in the health system.

United We Can, through the mouth of Pablo Echenique, has made a plea in favor of the health, education and public care system. And he stressed: "We are the majority", despite the fact that a large part of Sánchez's investiture allies will not support the agreements.

Vox has threaded a speech riddled with reproaches to the Government and the two parties that support it, including "the campaign against the Crown." Its spokesman has regretted that the number of deaths by Covid is not even known and that the reconstruction commission has refused to make a real and profound diagnosis of the pandemic. And he insisted: "The best reconstruction plan is a plan against the coronavirus." "Spain will only be safe from the abyss if one of these two conditions exists: either the virus mutates to benign or the entire government goes home."
