• Catalonia Quim Torra plans to call the elections after being sentenced

Once this is resolved, the plan is to be able to approve the 2021 accounts with PNV, Ciudadanos, Compromís, Más País, and other smaller parties such as PRC and Teruel Exist . In principle there are enough votes but Moncloa does not give up on ERC . Relations with this party, which allowed Pedro Sánchez to be inaugurated, are very fluctuating and at the moment not excessively fluid. The Executive has found in Cs, much more favorable now to negotiate with the PSOE in exchange for imposing its initiatives, the handhold where to protect themselves from the constant leakage of votes of the independentistas. But, although he has this amount, he does not want to disassociate himself from the Republicans.

That is why government sources assume that although they would like to say that the call for the Catalan elections, the advance of which was announced months ago by the President of the Generalitat, Quim Torra, "does not affect", the truth, they admit, "is that it affects". For ERC, supporting the government is made more complicated by the ongoing questioning of JxCAT. The differences between them are already causing the dialogue table between the Generalitat and the State to not yet have a date, despite the fact that the ERC required the Executive to come in July and that Moncloa had no qualms if it was held after the Galician elections and Basque.

That availability of the Government remains intact, which blames the perennial confrontation between ERC and JxCAT for not having set a day yet. "The Govern is the one who has to agree because the positions of the two parties that form it, do not coincide on this issue." The truth is that Torra's latest movements have been aimed at delaying the table. The president wants to bring together the independence parties first, before sitting down to dialogue with the state. A way of visualizing JxCat's leadership in the separatist world, despite the fact that it is ERC who has opted to negotiate.

Last Tuesday, the government spokeswoman, Meritxell Budó , assured that this previous summit, which did not even have a date, was postponed. A delay that leaves the dialogue table in the air and with very few options to convene it in July, with the outbreaks of infections that have occurred in Catalonia and that have forced the Generalitat to confine Lleida and the Segrià region and to recommend not leaving home in Barcelona .

The same uncertainty hangs over the budget project that the Ministry of Finance wants to present in Congress at the end of September, in a timely manner. The date of the Catalan elections affects the position of the ERC and that is why its call also influences budgets. The Government will not process them if their approval with PNV and Cs is not guaranteed. If after negotiating with these two parties and the rest of the groups, the sum comes out (more yes than no), the Treasury will start the procedure, but if there are no guarantees, the Executive will wait for ERC.

As this newspaper published, Carles Puigdemont, who is in command of Torra, is considering that the elections take place on October 4. This date favors the claims of the Executive because the budgets would be foreign to the Catalan electoral climate. Any later date, later in the fall, would contaminate the approval of the project that guarantees Sánchez practically exhausting the legislature, only by extending the accounts of 2021.
